HomeMy WebLinkAbout070610_ra01 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of Commissioners FROM: Sheriff Anthony Hernandez (by Larry Southwick, Project Manager) DATE: July 6,2010 RE: Public Opening of Proposals for JEFFCOM 9-1-1 Simulcast Radio System Improvements STATEMENT OF ISSUE: A Request for Proposals (RFP) for the JeOCom 911 Simulcast Radio System Improvements was authorized by the Board of County Commissioners on June 14 and advertised in The Leader on June 16 and 23. The RFP calls for public opening of the proposals at the Commissioner's meeting on July 6. ANALYSIS: The:final stage of the JeOCom Radio System Improvement Project is to procure and install a simulcast radio system. The selection process for the contractor is being conducted under the provisions of Chapter 39.04.270 RCW which provides the authority for a 'request for proposals' and selection of a qualified contractor that is not exclusively based on the cost. After opening at the meeting, the Proposals will be evaluated by a team of County staff and project consultants. The team will select the best proposals and conduct interviews before making a recommendation to the JeOCom Administrative Board for award of contract. The :final contract will be prepared and presented to the Board of County Commissioners for approval and execution. The complete Request for Proposals with an engineer's cost estimate is on file with the Clerk of the Board of County Commissioners. FISCAL IMPACT: Funds will be provided by the JeOCom Enhancement Fund 121 which was funded by a 2007 bond issue. Proposed costs will be considered equally with qualifications in the selection of a contractor but under RCW, Jefferson County is not obligated to award the contract to the lowest proposed cost.
