The application was reviewed by the Jefferson County Department of Community Development staff on October 18, 2002 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Bald Eagle Territory &Area Nest. 2.) Washington State Department of Fish and Wildlife Eagle Habitat Biologist, Shelly Ament, reviewed the application. In a October 31, 2002 phone call, Ms. Ament indicated that the proposal would have"no conflict" since the eagle nest is more than 800 feet from the proposed garage. 3.) The applicant is proposing to create or add 976 square feet of impervious surface and 1200 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Storm Water Calculation Sheet. The applicant submitted a calculation sheet. 4.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 5.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 6.) This approval is for a detached garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 7.) The site plan as submitted with the building permit application on October 16, 2002 has been reviewed for consistency under the UDC. It has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated October 16, 2002 &approved October 31, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 8.) The parcel is a legal non-conforming lot that is designated as Rural Residential (RR 1:5) under the Jefferson County Comprehensive Plan Land Use Map, effective August 28, 1998. 9.) The subject parcel, lot 2 of the Glenn Haven Large Lot Subdivision was created by virtue of a record of survey recorded October 17, 1991 under Auditor's file number 344461. 10.) A building permit application (BLD96-00658) for a single family residence was applied for on October 21, 1996 and issued November 15, 1996. The permit was finaled August 14, 1997. 11.) A septic permit application (SEP91-00185)was filed November 13, 1990 and withdrawn May 27, 1991. 12.) A septic permit application (SEP91-00186) for a mound system was applied for on November 13, 1990 and later combined with SEP96-00326 (septic tank only). SEP96-00326 was issued 12/23/1996 and finaled August 13, 1997. 13.) Maximum impervious surface area shall not exceed 25 percent. 14.) Minimum setback from Cape George Road right-of-way line shall be 20 feet. Minimum side and rear yard setbacks shall be 5 feet. 15.)
