The application was reviewed by the Jefferson County Department of Community Development staff on October 24,2002 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Type 1 Marine Waters; Shoreline Wetland Area; Seismic Hazard Area; Shoreline Flood Zone; Susceptible Aquifer Recharge Area; Special Aquifer Recharge Area; Sole Source Aquifer and High Risk Seawater Intrusion Protection Zone. 2.) A geotechnical report addresssing seismic hazard was not required or submitted for the Hobby-Art Studio. 3.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 4.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 5.) Critical Aquifer Recharge Areas are defined as Seawater Intrusion Areas, and Special Aquifer Recharge Protection Areas and the following land uses located within Susceptible Aquifer Recharge Areas (1)All Industrial Land Uses (2)All Commercial Uses (3)All Rural Residential Land Uses requiring a Discretionary Use or Conditional Use Permit(4)All Rural Residential Land Uses with nonconforming uses that would otherwise require a Discretionary Use or Conditional Use Permit(5) Unsewered Planned Rural Residential Developments (6) Unsewered residential development with gross densities greater than one unit per acre. All of the above listed uses shall be subject to the applicable requirements and standards of the Jefferson County Unified Development Code. 6.) To help prevent seawater from intruding landward into underground aquifers, all new development activity on Marrowstone Island, and within 500 feet of any marine shoreline shall be required to infiltrate all stormwater runoff, to the maximum extent practicable, onsite. 7.) The applicant is proposing to create or add 572 square feet of impervious surface and 572 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Storm Water Calculation Sheet. The applicant submitted a calculation sheet. 8.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 9.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 10.) The property is a legal non-conforming lot that is designated as Rural Residential (RR 1:5) under the Jefferson County Comprehensive Plan Land Use Map effective 8/28/1998. 11.) This approval is for a Hobby-Art Studio only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 12.) The site plan as submitted with the building permit application on October 16, 2002 has been reviewed for consistency under the UDC. It has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated October 16, 2002 &Approval dated stamped November 15, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. • 13.) The hobby studio is proposed to be constructed on parcel#021-294-009. An existing driveway/road approach is located mostly on the above parcel and partly on the adjoining parcel. The driveway/road approach provides access to the existing residence of the applicants. The address/fire number assigned to the property is displayed at the existing driveway/road approach to Flagler Road. The applicant's existing house is located on the adjoining parcel (#021-294-010), which is owned by Rita Kepner(one of the applicants) and her mother, Helena T. Kramnicz, per a Joint Tenancy Agreement. The Joint Tenancy Agreement states that the described property shall be owned by them in their joint names. The agreement was recorded as a condition of the septic permit(SEP 84-00115) and the residence building permit (BLD86-00021). An individual well and septic drainfield exist on the next& adjoining parcel (#021-294-011), which serve the existing residence located on parcel#021-294-010. 14.) The findings described in "Property Status"were confirmed in the field by the project planner and documented by 13 photographs taken 11/15/02 and the site plan for the 1986 building permit(BLD86-00021). 15.) Maximum Impervious Surface Area shall not exceed 25 percent. 16.) Minimum setback from the Flagler Road (a major collector road) right-of-way line shall be 30 feet. Minimum side yard setback shall be 5 feet. Minimum setback from the shoreline ordinary high water mark shall be 30 feet. 17.) This consisted of changing the loft floor joists from 2x10 @ 16" o.c. to 2x6 @ 16" o.c. We understand that the intent was to install a bearing wall down the middle of this loft joist span, but the floor joists are unable to take the additional load from the bearing wall. To remedy the existing framing, install one 2x8 SPF #2 or better (Douglas Fir is an acceptable alternative) @ 16" o.c. in addition to the existing 2x6 @ 16" o.c. These joists may be notched on the bottom to be the same depth as the 2x6 joists, but are to be installed in the same fashion as the 2x6 joists. All loft joists are to span between the exterior walls of the residence, and not bear on the interior wall. We trust this meets with your requirements.
