SPECIAL CONDITIONS FOR CASE BLD02-00613 •
1.) The application was reviewed by the Jefferson County Department of Community
Development staff on October 29, 2002 for the potential presence of Critical Areas (ESAs)
under the provisions of the Jefferson County Interim Critical Areas Ordinance (JCICAO).
After an initial Geographic Information Systems mapping review and an investigative site
inspection, the following CAs were confirmed to be present on the subject property: Blue
heron colony and Slight Landslide Hazard Area.
2.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type,
geologic material, and groundwater that may combine to create problems with slope
stability, erosion, and water quality during and after construction or during natural events
such as earthquakes or severe rainstorms.
3.) A Geotechnical Report was submitted in conjunction with the Plat of Timberton Village and
this application. The report addressed the stability of the geologic hazard area. A April
25, 2001 letter from GeoResources stated that from observations on site that project
earthwork activities are consistent with the recommendations of the geotechnical report.
4.) During SEPA environmental review for the plat of Woodridge Village, Washington State
Department of Fish and Wildlife Area Habitat Biologist Tim Rymer conducted a field
evaluation to determine the presence of a fish and wildlife habitat area on the subject
property. Mr. Rymer and other Department of Fish and Wildlife personnel concluded that
the suscepted Great blue heron rookery was not located as mapped in the Jefferson
County Critical Areas Ordinance, but, that is was in fact located in the NE Quarter of the
NW Quarter of Section 20, Township 28 North, Range 1 East, which is approximately 1/2
mile south of the project site.
5.) The applicant is proposing to create or add 3142 square feet of impervious surface and
2715 square feet of land disturbing activities. Section 4.1 of the Jefferson County Storm
Wate Management Ordinance requires that your proposal submit a Small Parcel Erosion
and Sediment Control Plan. The applicant submitted a Small Parcel Erosion and
Sediment Control Plan.
6.) A Small Parcel Erosion and Sediment ControlPlan has been submitted and approved by
the Department of Community Development. Once the subject permit has been issued
the applicant shall fully implement the provisions of the submitted plan and contact the
Jefferson County Department of Community Development to arrange a schedule to
inspect the property for plan compliance. A Certificate of Occupancy will not be issued
until the Department verifies plan compliance. No clearing for roadways or utilities shall
occur on the project site until clearing necessary for the installation of temporary
sedimentation and erosion control measures have been completed.
7.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(1)(b)(i).
8.) This approval is for a single family residence with attached garage only. Any future
permits on this site are subject to review for consistency with applicable codes and
ordinances and does not preclude review and conditions which may be placed on future
permits.
9.) The site plan as submitted with the building permit application on October 17, 2002 has
been reviewed for consistency under the Master Planned Resort Code. It has been
approved by Jefferson County Department of Community Development. Any
modifications, changes, and/or additions to the stamped, approved site plan dated
October 30, 2002 shall be resubmitted for review and approval by Jefferson County
Department of Community Development.
10.) The parcel is a legal non-conforming lot that is designated as Single Family -4 Dwelling
Units Per Acre (MPR-SF) under the Jefferson County Comprehensive Plan Land Use
Map, effective August 28, 1998.
11.) Maximum Impervious Surface Area shall not exceed 45 percent for lot 66.
12.) Minimum setback from the Private Road Right-of-Way line ("Tract H") shall be 20 feet.
Minimum side and rear yard setbacks shall be 5 feet.
13.) The building height shall not exceed 35 feet.
14.) Based on Section 3.107 of the Port Ludlow Master Planned Resort Code, Accessory
Dwelling Units shall not be allowed in the MPR-SF zone.

15.) For disturbance of vegetation in any area with a combination of slopes greater than 15
percent with impermeable or slowly impermeable soils, ground water seepage, or
potentially unstable slopes, the following conditions shall apply: a) Whenever feasible,
existing vegetation in these areas shall remain in an undisturbed condition; b) If the area is
unvegetated due to a previous disturbance, immediate efforts shall be required to provide
a persistent native vegetative cover to prevent erosion or hazard; c) In order to minimize
impacts to environmentally sensitive areas and on-site vegetation, authorized clearing
shall be designed to minimize impacts to soil and understory vegetation by providing
sequencing and staging where appropriate.
16.) In the event acrheological items are discovered during construction, builders and lot
owners shall observe the following protocol: 1) Stop Work; 2) Do not further disturb the
area or remove any materials therefrom; 3) Notify immediatey the Jefferson County
Director of Community Development Review(360-379-4450), the Director of Community
Development Review will immediately notify the Washington State Office of Archaeology
and Historic Preservation ("OAHP"), (360-407-0752; 4) Protect the area from vandals and
collectors, obtain services of a qualified archaeologist to evaluate the site and make
recommendations for further work in the area; 5) If further excavation or disturbance of
the site is necessary, obtain the appropriate permit from OAHP, proceed only in
compliance with the terms and conditions of said permit.
17.) Construction within the Plat of Timberton Village Phase III, may be subject to truck and
work hour restrictions designated and enforced by Jefferson County Department of Public
Works. All construction activity shall be conducted between the hours of 7:00 am and 6:00
pm.

4. Specify your canstructica sequence. Describe the timing of all land disturbing activities (clearing
and grading, construction, installation of drainage facilines, landscaping, etc.) and Best
Management Practices. Describe proposed maintenance of BMPs.
After excavation the soil piles will be covered and silt fence will
be installed. Silt fence will be left in place until we are ready to
landscape and all roof drains/catch basins are In. Landscanjam will be
installed as early as possible on the exterior of the building when all
exterior concrete work is connleted.
The Practices proposed above will be implaninted to control !radon, sediment, and
I will notify the Permit Center for inspections as required.
