The application was reviewed by the Jefferson County Department of Community Development staff on 10/30/02 for the potential presence of Critical Areas (CAs) under the provisions of the Jefferson County Interim Critical Areas Ordinance (JCICAO). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following CAs were confirmed to be present on the subject property: Level 1 (slight) landslide hazard area & Great blue heron colony. 2.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 3.) A geotechnical report was not required or submitted for the single family residence with attached garage building perimt. 4.) During SEPA environmental review for the plat of Woodridge Village, Washington Department of Fish and Wildlife Area Habitat Biologist Tim Rymer conducted a field evaluation to determine the presence of fish and wildlife area on the subject property. Mr. Rymer and other WDFW personnel concluded that the suspected Great blue heron rookery was not located as mapped in the Jefferson County Critical Areas Ordinance, but, that it was in fact located in the NE Quarter of the NW Quarter of Section 20, Township 28 North, Rangel East, which is approximately 1/2 mile south of the project site. 5.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 6.) The parcel is a legal conforming lot that is designated as Single Family (MPR-SF 4:1) under the Jefferson County Comprehensive Plan Land Use Map, effective August 28, 1998. 7.) The applicant is proposing to create or add 2038 square feet of impervious surface and 2038 square feet of land disturbing activities. Plat condition of the Timberton Village Phase II subdivision requires that your proposal submit a Small Parcel Erosion and Sediment Control Plan. 8.) A Small Parcel Erosion and Sediment Control Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 9.) This approval is for a Single Family Residence with Attached Garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 10.) The site plan as submitted with the building permit application on October 17, 2002 has been reviewed for consistency under the MPR Code. It has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated October 30, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 11.) Construction within this plat may be subject to truck route and work hour restrictions designated and enforced by the Jefferson County Department of Public Works. 12.) Maximum impervious surface area for lot 28 shall not exceed 45 percent. 13.) Minimum setback from the Timber Meadow Drive right-of-way line shall be 20 feet. Minimum side and rear yard setbacks shall be 5 feet. 14.) The building height shall not exceed 35 feet. 15.) Based on Section 3.107 of the Port Ludlow Master Planned Resort Code, Accessory Dwelling Units are not allowed in the MPR-SF zone. 16.)
