The application was reviewed by the Jefferson County Department of Community Development for the presence of Environmentally Sensitive Areas (ESAs). The Department conducted a review and has concluded that the property DOES NOT contain Environmentally Sensitive Areas. However, future proposals will be subject to a new ESA review and conditions may be added if new ESAs are found on the property. 2.) The applicant is proposing to create or add 1,896 square feet of impervious surface and no land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal adhere to Best Management Practices. 3.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 4.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 5.) A minimum of two (2) on-site parking spaces are required for the single family residence with attached garage. 6.) Maximum lot coverage is not to exceed 20%. Lot coverage is defined as amount of impervious surface which includes rooftops, driveways, concrete, etc. 7.) The building height is not to exceed 35 feet. 8.) Minimum setback from Osprey Ridge Dr is 20 feet. Minimum side and rear setbacks are 25 feet. 9.) Per Section 3.206 of the Port Ludlow Master Planned Resort Ordinance No 08-10-1004-99, Accessory dwelling units shall not be allowed in the MPR-SFT zone. 10.) This parcel is a legal conforming lot designated as MPR-SFT(Single Family Tract Zone) under the Jefferson County Comprehensive Plan Land Use Maps effective August 28, 1998. 11.) Potable water and sewer are provided to this parcel by Olympic Water& Sewer. 12.) Osprey Ridge Dr(C510109) is a county local access road. A road approach permit (MLA01-00062, RAP01-00040) was finaled October 15, 2001. An address of 433 Osprey Ridge Dr has been assigned to the parcel. 13.) This parcel was created through the named survey, Port Ludlow No 6, on November 19, 1987 and recorded under AFN 311592, Vol 9, p 40 of surveys. 14.) A Stormwater Management Permit(MLA01-00123, BLD01-00159)was issued April 6, 2001 for clearing land to plant pasture. A Forest Practice Permit was approved by Washington State Department of Natural Resources May 29, 2001 for clearing the land for horse pasture. The pre-application (PRE01-00010) for clearing land was conducted on March 8, 2001. 15.) The site plan as submitted with the building application on October 17, 2002 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated October 22, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 16.) This approval is for a single family residence with attached garage and a carport/shop only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. i:\F_BLD_Permit_Buildng.rpt 10/29/19 GAL PROVISIONS APPLICABLE TO ALL INMITS This permit is subject to all applicable provisions of the Revised Code of Washington and all of the applicable provisions of Washington law. This permit is also subject to all applicable provisions of Chapter 13.56 of the Jefferson County Code, Accommodations of Utilities upon Jefferson County Rights-of-Way, Ordinance No. 01-0103-00; and Ordinance No. 09-0727-92 Regulating Jefferson County Road Approach Permits. During the progress of the work such barriers and/or traffic control devices shall be erected and maintained as may be necessary or as may be directed by the Public Works Department for the protection of the traveling public; all traffic control devices shall be properly lighted at night and shall comply with all specifications of the Manual of Uniform Traffic Conrol Devices. In accepting this permit, the Applicant shall indemnify and hold the County, and its officers, employees, and agents harmless from and shall process and defend at its own expense, including all costs, attorney fees and expenses relating thereto, all claims, demands, or suits at law or equity arising in whole or in part, directly or indirectly, from the. Applicant's negligence or breach of any of its obligations under this Agreement; provided that nothing herein shall require a Applicant to indemnify the County against and hold harmless the County from claims, demands of suits based soley upon the conduct of the County, its officers, employees and agents, and; provided further that if the claims or suits are caused by or result from the concurrent negligence of: (a) the Applicant's agents or employees; and, (b) the County, its officers, employees and agents, this indemnity provision with respect to claims or suits based upon such negligence, and/or the costs to the County of defending such claims and suits, etc., shall be valid and enforceable only to the extent of the Applicant's negligence, or the negligence of the Applicant's agents or employees. Except as herein authorized by the county Public Works Department, no excavation shall be made or obstacle placed within the limits of a county road in such a manner as to interfere with the travel over said road and shall not be within four (4) feet of the edge of the pavement. If the work done under this permit interferes in any way with the drainage of the county road, the grantee shall wholly and at his own expense make such provision as the County Engineer may direct to take care of said drainage. On completion of said work all rubbish and debris shall be immediately removed and the roadway and roadside shall be left neat and presentable and satisfactory to the County Engineer. All of the work herein contemplated shall be under the supervision of the County Engineer and the entire expense of said supervision shall be borne by the grantee to whom this permit is issued, or his successors and assigns. The Department of Public Works hereby reserves the right to order the change of location or the removal of any structure or structures authorized by this permit at any time, said change or removal to be made at the sole expense of the grantee to whom this permit is issued, or his successors and assigns. All such changes, reconstruction or relocation by the grantee shall be done in such a manner as will cause the least interference with any of the County's work and the County of Jefferson shall in no way be held liable for any damage to the grantee by reason of any such work by the County of Jefferson, its agents or representative, or by the exercise of any rights by the County upon roads, streets, public places or structures in question. This permit or privilege shall not be deemed or held to be an exclusive one and shall not prohibit the County from granting other permits or franchise rights of like or other nature to other public or private utilities, nor shall it prevent the County from using any of its roads, streets, or public places, or affect its right to full super✓isicn and control over al! or any part of them, none of which is hereby surrendered.
