1.) The application was reviewed by the Jefferson County Department of Community
Development staff on 11/4/02 for the potential presence of Environmentally Sensitive
Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an
initial Geographic Information Systems mapping review and an investigative site
inspection, the following ESAs were confirmed to be present on the subject property:
Osprey Nest.
2.) According to Washington State Department of Fish and Wildlife records, the subject
property is located within 1/4 mile from the nearest osprey nest. No observations of
nesting osprey were documented during site visits to the area. Because the proposed
activity is greater than 660-feet from any documented osprey nest, it is unlikely that the
activity will impact the osprey located in the vicinity of the subject property. The existing
human disturbance level from the development around the osprey nests demonstrates
that this particular pair of osprey are relatively tolerant of disturbance and, therefore, will
not likely be impacted by the proposed construction on the property.
3.) The applicant is proposing to create or add 320 square feet of impervious surface and 320
square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County
Unified Development Code requires that your proposal submit a Stormwater Calculation
Sheet. The applicant submitted a Calculation Sheet.
4.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
5.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i).
6.) This approval is for a storage building only. Any future permits on this site are subject to
review for consistency with applicable codes and ordinances and does not preclude
review and conditions which may be placed on future permits.
7.) The site plan as submitted with the building permit application on October 18, 2002 has
been reviewed for consistency under the MPR Code. It has been approved by Jefferson
County Department of Community Development. Any modifications, changes, and/or
additions to the stamped, approved site plan dated November 4, 2002 shall be
resubmitted for review and approval by Jefferson County Department of Community
Development.
8.) The parcel is a legal conforming lot that is designated as Single Family (MPR-SF) under
the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998.
9.) A building permit(BLD01-00535) for a single family residence was issued October 5, 2001
and finaled March 3, 2002.
10.) A road approach permit(RAP01-00208) for installation of a private road approach was
issued 10/5/2001and finaled 1/30/2002.
11.) Maximum impervious surface on lot 14, Port Ludlow No. 2, shall not exceed 45 percent.
12.) Minimum setback from the Rainer Lane right-of-way line is 20 feet. Minimum side and rear
yard setbacks from the property line shall be 5 feet.
13.) The maximum building height shall not exceed 35 feet.
14.) Based on Section 3.107 of the Port Ludlow Master Planned Resort Code accessory
dwelling units are not allowed in the MPR-SF zone.
