The application was reviewed by the Jefferson County Department of Community Development staff on 10/23/02 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Landslide Hazard Area II (Moderate), Erosion Hazard, Susceptible Aquifer Recharge Area and Streams (Type 5). 2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 5.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 6.) A vegetative buffer of 30-feet shall be permanently maintained from the top or edge of the Landslide Hazard Area. All buffers shall be measured perpendicularly from the top of the Landslide Hazard Area. 7.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, the Unified Development Code (UDC)Administrator shall require replanting with native vegetation. No alterations shall be made to the Landslide Hazard Area or its associated buffer without prior authorization by the UDC Administrator. 8.) Prior to and during approved construction activities, the perimeter of the landslide hazard area buffer shall be marked with a temporary sign. The sign shall be placed in such a manner that it can be directly observed from the construction area. The sign shall contain the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter Existing Vegetation." 9.) All construction activities shall not encroach upon the buffer. This includes the storage or preparation of materials. 10.) The applicant shall permanently separate the boundary of the Landslide Hazard Area Buffer from the remainder of the subject property through installing logs, trees, a hedge row, or any other prominent physical marking approved by the UDC Administrator. 11.) The identified Fish and Wildlife Habitat Area (Type 5 Stream), shall maintain a vegetative buffer setback of 50-feet. The setback shall be measured horizontally from the Ordinary High Water Mark (OHWM) to the Single Family Dwelling. 12.) An additional setback of five (5) feet is required from the edge of the buffer area to the proposed dwelling. 13.) A permanent physical separation along the boundary of the buffer area shall be installed and permanently maintained. Such separation can include installing logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC Administrator. 14.) Buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100) feet, whichever is less. Signs shall be in place prior to and during construction activities. The signs shall contain the following statement: "Buffer- Do Not Remove or Alter Existing Vegetation." 15.) The applicant is proposing to create or add 1,440 square feet of impervious surface. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal adhere to Best Management Practices (BMPs) to control sedimentation and erosion on the property. I 16.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 17.) The site plan as submitted with the building application on 10/21/02 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated 11/14/02 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 18.) This approval is for a single family dwelling only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 19.) Maximum lot coverage is not to exceed 25%. Lot coverage is calculated by the amount of impervious surface which includes roof tops, driveways, concrete, etc. 20.) The building height is not to exceed 35 feet. 21.) Elkhorn Lane is classified as a Private Road and requires a minimum 20-foot setback. The side lot lines require a minimum 5-foot setback. Additional setbacks are required per the identified environmentally sensitive areas. All setbacks shall be measured from the lot line to the proposed development. Access easements and recorded ingress/egress easements also require a minimum 20-foot setback. is\F_BLD_Permit_Buildngslot 10/29/19 UILDING PERMIT APPLIC/!ON MRAOW00p 52 Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 PERMIT #: BLD02-00627 Received Date: 10/21/2002 SITE ADDRESS: 415 ELKHORN LN QUILCENE, 98376 OWNER: NANCY Y HALL PHONE: (360)385-1666 PO BOX 237 QUILCENE WA 98376 SUBDIVISION: Block: Lot: T 21 PARCEL NUMBER: 802344003 Section: 34 Township: 28 N Range: 02 W CONTRACTOR: BLUE HERON CONSTRUCTION CO PHONE: (360)385-426& PO BOX 718 452.5— PORT TOWNSEND WA 98368 Contractor's License BLUEHCC10908 Expires 8/19/2004 REPRESENTATIVE: CHLOE LEWIS PHONE: (206)322-5760 WIN LEWIS 2008 10TH AVE E PROJECT DESCRIPTIOF SINGLE FAMILY RESIDENCE TYPE OF WORK RES SQUARE FOOTAGE: TYPE OF IMP NEW MAIN: 1,105 VALUATION 130,000.00 ADD'L: 638 HEAT TYPE: PRO CODE EDITION: 1997 HEAT BASE: HEAT TYPE: OCCUPANCY: R-3 UNHEATED: #OF STORIES: OCCUPANCY: OTHER: CONST TYPE: 5N GARAGE: SHORELINE: CONST TYPE: DECK: SETBACK: BANK HEIGHT: SEWAGE DISPOSAL: ALT WATER SYSTEM: PWELL PARCEL TAGS: YES NO BEDROOMS: BATHROOMS: STORMWATER: YES NO AREA Exist: Exist: Wetland Erosion Prop: 2 Prop: 2 Seismic Streams Total: 2 Total: 2 Flood Way Floodplain Routing Date: F&W Landslide f_lc 22) Shoreline Aquifer Forest: Commercial Rural Type Amount Paid By: Date: Receipt: / P7dOtVPermit $1,161.75 MAM 10/21/02 51204 /'' E Plan Check $755.14 MAM 10/21/02 51204 NOV 2 1 2002 State Building Code $4.50 MAM 10/21/02 51204 Potable Water Application $50.00 MAM 10/21/02 51204 7Jefferson County Planning Total: $1,971.39 & uilding Department "vin 11n V tellItkiil. °14 EFFE AON COUNTY 011 1. r') -- ` DEPARTMENT OF COMMUNITY DEVELOPMENT 7l i 621 Sheridan Street • Port Townsend • Washington 98368360/379 4450 . 800/831 2678 . 360/379 4451 Fax `Y J r`.
