The application was reviewed by the Jefferson County Department of Community Development staff on November 13, 2002 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Coastal Seawater Intrusion Protection Zone (SPIZ). 2.) A Hydrogeologic Assessment was not required or submitted for the addition. 3.) The applicant is proposing to create or add 595 square feet of impervious surface and 595 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Stormwater Calculation Sheet. The applicant submitted a calculation sheet. 4.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 5.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(1)(b)(i). 6.) This approval is for a 595 square foot addition only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 7.) The site plan as submitted with the building permit application on October 30, 2002 has been reviewed for consistency under the UDC. It has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated October 30, 2002/November 20, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 8.) The parcel is a legal non-conforming lot that is designated as Rural Residential (RR 1:5) under the Jefferson County Comprehensive Plan Land Use Map effective 8/28/1998. 9.) A building permit application (BLD91-00183) for a single family residence was applied for and issued April 10, 1991. It was finaled March 25, 1992. 10.) A septic system and drainfield was installed on the parcel under permit SEP89-00146 (now filed under SEP02-00260). The permit was issued December 27, 1989, and finaled April 6, 1990. 11.) Maximum Impervious Surface Area for lot 32 shall not exceed 25 percent. 12.) Minimum setback from Olympic Blvd. right of way line shall be 20 feet. Minimum side and rear yard setbacks shall be 5 feet. 13.)
