The application was reviewed by the Jefferson County Department of Community Development staff on 11/12/02 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Landslide Hazard Area I, and Susceptible Aquifer Recharge Area. 2.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 3.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 5.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 6.) A vegetative buffer of 30-feet shall be permanently maintained from the top or edge of the Landslide Hazard Area. All buffers shall be measured perpendicularly from the top of the Landslide Hazard Area. 7.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, the Unified Development Code (UDC)Administrator shall require replanting with native vegetation. No alterations shall be made to the Landslide Hazard Area or its associated buffer without prior authorization by the UDC Administrator. 8.) Prior to and during approved construction activities, the perimeter of the landslide hazard area buffer shall be marked with a temporary sign. The sign shall be placed in such a manner that it can be directly observed from the construction area. The sign shall contain the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter Existing Vegetation." 9.) All construction activities shall not encroach upon the buffer. This includes the storage or preparation of materials. 10.) The applicant shall permanently separate the boundary of the Landslide Hazard Area Buffer from the remainder of the subject property through installing logs, trees, a hedge row, or any other prominent physical marking approved by the UDC Administrator. 11.) The proposed dwelling will have a setback of approximately 60-feet from the top of the slope/landslide hazard area. 12.) The applicant is proposing to create or add 2,150-square feet of impervious surface. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal adhere to Best Management Practices (BMPs) to control sedimentation and erosion on the property. 13.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 14.) The site plan as submitted with the building application on 11/07/02. A revised plan which identified a 20-foot easement setback was submitted on 12/6/02 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated 12/09/02 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 15.) This approval is for a single fatily dwelling with attached garage only. An uture permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 16.) Maximum lot coverage is not to exceed 25%. Lot coverage is calculated by the amount of impervious surface which includes roof tops, driveways, concrete, etc. 17.) The building height is not to exceed 35 feet. 18.) Teal Lake Road is classified as a local access road and thus requires a minimum 20-foot setback from edge of right-of-way. The property also contains an access easement also requiring a minimum 20-foot setback. The remaining side and rear lot lines require a minimum 5-foot setback. All setbacks are measured perpendicularly from the lot line to proposed development. is\F_BLD_Permit_Buildng.rpt 10/29/1999 0UILDING PERMIT APPLICAN MLA02-00578 Review Type: I Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 PERMIT #: BLD02-00662 Received Date: 11/7/2002 SITE ADDRESS: 2928 TEAL LAKE RD PORT LUDLOW, 98365 OWNER: ANTHONY J GOODS PHONE: (360)437-9412 15 AMES LN PORT LUDLOW WA 98365-9626 SUBDIVISION: TEAL LAKE ROAD SHORT PLAT Block: Lot: 3 PARCEL NUMBER: 821334093 Section: 33 Township: 28 N Range: 01 E CONTRACTOR: OWNER/BUILDER PHONE: REPRESENTATIVE: PHONE: PROJECT DESCRIPTIOP SINGLE FAMILY RESIDENCE W/ATTACHED GARAGE TYPE OF WORK RES SQUARE FOOTAGE: TYPE OF IMP NEW MAIN: 1,502 VALUATION 180,000.00 ADD'L: HEAT TYPE: HTP CODE EDITION: 1997 HEAT BASE: 707 HEAT TYPE: OCCUPANCY: R-3 UNHEATED: 0 #OF STORIES: OCCUPANCY: OTHER: CONST TYPE: 5N GARAGE: 578 SHORELINE: CONST TYPE: DECK: SETBACK: BANK HEIGHT: SEWAGE DISPOSAL: ALT WATER SYSTEM: PUD PARCEL TAGS: YES NO BEDROOMS: BATHROOMS: STORMWATER: YES NO AREA Exist: Exist: Wetland Erosion Prop: 2 Prop: 3 Seismic Streams Total: 2 Total: 3 Flood Way Floodplain Routing Date: / G/ F&W Landslide ,(' a Shoreline Aquifer Forest: Commercial Rural Type Amount Paid Bv: Date: Receipt: ,4 ppr rat), SEPermit $1,441.75 MAM 11/07/02 51318 r V Plan Check $937.14 MAM 11/07/02 51318 APR 1 1 2003 State Building Code $4.50 MAM 11/07/02 51318 Potable Water Application $50.00 MAM 11/07/02 51318 Jefferson County Planning Total: $2,433.39 wilding Departm, t ggON or • Jefferson1 artment 01 Community Development , 621 Sheridan Street,Port Townsend WA U368(360)378-4450 Perm pp : ocavoo Project Description: t _ Building Type: Project'Type: Frame Type: '---"S'ingle Family ew /Wood Garage Attached/Detached Addition _ Steel Modular I Alteration/Remodel - Concrete - Commercial Repair _ Masonry Multi-family/#of Units I Demolition Other: I Industrial Other: Bathrooms: Bedrooms: Type of Sewage Disposal: Type of Heat: Choose one: Existing: Existing: = Sewer - Community System 11 Electricity 1 Oil Proposed: —r Proposed: ✓individual System Total: %, Total: , Woodstove Propane If not sewer, fill out the following: Meat Pump Conventional Alternative Other Permit# SEP 9-9— ©a `f Water Supply: } Private well Two Party Well Public:Name of water system: Al / Square Footage: For Office Use Only Main Floor !
