The application was reviewed by the Jefferson County Department of Community Development staff on 11/25/02 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Osprey Nest. 2.) The Washington State DFW was requested to review and comment on the presence of an Osprey Nest in the area. According to email dated 12/4/02 WDFW, indicated the proposed development will not have any signifincant impact on Osprey. This property appeared to have been cleared many years and no longer supports mature conifer trees . The buffer around the wetland should be left intact. If any migitation is needed for the development, the landowner should should be encouraged to reforest the wetland buffer with conifer species. Osprey will likely utilize the wetland for future nesting, roosting, and potentially foraging. 3.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 4.) The applicant is proposing to create or add 4990 square feet of impervious surface and 5990 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Small Parcel Erosion and Sediment Control Plan. The applicant submitted a SPESCP. 5.) A Small Parcel Erosion and Sediment Control Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 6.) The parcel is a legal non-conforming lot that is designated as Rural Residential (RR 1:10) under the Jefferson County Comprehensive Plan Land Use Map, effective August 28, 1998. 7.) This approval is for a single family residence with attached garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 8.) The site plan as submitted with the building permit application on November 8, 2002 has been reviewed for consistency under the UDC. It has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated November 8, 2002/December 4, 2002 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 9.) A sewage disposal permit(SEP93-00430) for the property was applied for and approved on 11/18/1993. The permit was cancelled 11/1/1996. 10.) A septic permit(SEP01-00200)was applied for 10/10/2001 and issued 11/19/2001 for the property. It has yet to be finalized. 11.) The access road (Fawn Meadow Rd.) to the property is a private road, &does not require a road approach permit. 12.) WDFW went on-site. They reported a wetland. A wetland assessment was done for lot 9 & lot 10, which adjoin and are south of the subject lot 8. The wetland assessment shows a wetland edge on only lots 9 and 10. and appears to be over 250 feet from the proposed residence on lot 8. It seems there would not be any impact to the existing wetland on the adjoing property. 13.) Maximum lot coverage for lot 8 shall not exceed 25 percent. 14.) Minimum setback from Fawn Meadow Drive easment line (a private road) shall be 20 feet.Minimum sideyard setbacks shall be 5 feet. Minimum rear yard setback shall be 5 feet. 15.)
