SPECIAL CONDITIONS FOR CASE BLD02-00695
1.) The application was reviewed by the Jefferson County Department of Community
Development staff on December 12, 2002 for the potential presence of Critical Areas
(CAs) under the provisions of the Jefferson County Interim Critical Areas Ordinance
(JCICAO). After an initial Geographic Information Systems mapping review and an
investigative site inspection, the following CAs were confirmed to be present on or near
the subject property: Great Blue Heron Colony & Slight Landslide Hazard Area .
2.) A Geotechnical Report dated January 15, 1997 has been prepared for the plat of
Timberton Village, including Phase III. The report provides recommendations for landslide
hazard, setbacks, erosion control, including earthwork(clearing and site preparation,
subgrade preparation, structural fill, fill placement on slopes, fill slopes, fill drainage, fill
settlement, cut slopes, and foundation support).
3.) During SEPA environmental review for the plat of Timberton Village, Washington State
Department of Fish and Wildlife Area Habitat Biologist Tim Rymer conducted a site
evaluation to determine the presence of a fish and wildlife habitat area on the subject
property. Mr. Rymer and other Department of Fish and Wildlife personnel concluded that
the suspected Great blue heron rookery was not located as mapped in the Jefferson
County Critical Areas Ordinance, but, that is was in fact located in the N E Quarter of the
N W Quarter of Section 20, Township 28 North, Range 1 East, which is approximately 1/2
mile south of the project site.
4.) The applicant is proposing to create or add 3143 square feet of impervious surface and
3143 square feet of land disturbing activities. Section 4.1of the Jefferson County
Stormwater Management Ordinance and plat conditions requires that your proposal
submit a Small Parcel Erosion and Sediment Control Plan. The applicant submitted a
Small Parcel Erosion and Sediment Control Plan.
5.) A Small Parcel Erosion and Sediment Control Plan has been submitted and approved by
the Department of Community Development. Once the subject permit has been issued
the applicant shall fully implement the provisions of the submitted plan and contact the
Jefferson County Department of Community Development to arrange a schedule to
inspect the property for plan compliance. A Certificate of Occupancy will not be issued
until the Department verifies plan compliance. No clearing for roadways or utilities shall
occur on the project site until clearing necessary for the installation of temporary
sedimentation and erosion control measures have been completed.
6.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i).
7.) This approval is for a single-family residence with attached garage only. Any future
permits on this site are subject to review for consistency with applicable codes and
ordinances and does not preclude review and conditions which may be placed on future
permits.
8.) The site plan as submitted with the building permit application on November 22, 2002 has
been reviewed for consistency under the MPR Code. It has been approved by Jefferson
County Department of Community Development. Any modifications, changes, and/or
additions to the stamped, approved site plan dated November 22, 2002/December 12,
2002 shall be resubmitted for review and approval by Jefferson County Department of
Community Development.
9.) The parcel is a legal conforming lot that is designated Single Family -4 dwelling units per
acre (MPR-SF 4:1) under the Jefferson County Comprehensive Plan Land Use Map
effective August 28, 1998.
10.) Lot 68 is within the plat of Timberton Village Phase III, which was approved and recorded
August 29, 2001, under AFN 447260, records of Jefferson County.
11.) By letter dated April 25, 2001, GeoResources verified that the fill material placed in the
roadways, utility trench backfill and lot areas was placed in general accordance with the
recommendations of the 1997 Geotechincal report for the site and the project plans and
specifications. Based on GeoResources site observations, data review and discussions
with site personnel, they concluded that the project was completed in accordance with the
geotechnical standards of practice in the Puget Sound area and in general accordance
with the project plans and specifications.

12.) For disturbance of vegetation in any area with a combination of slopes great than 15
percent with impermeable or slowly impermeable soils, ground water seepage, or
potentially unstable slopes, the following conditions shall apply: (1) Whenever feasible,
existing vegetation in these areas shall remain in an undisturbed condition; (2) If an area
is unvegetated due to a previous disturbance, immediate efforts shall be required to
provide a persistent native vegetative cover to prevent erosion or hazard; (3) In order to
minimize impacts to environmentally sensitive areas and off-site vegetation, authorized
clearing shall be designed to minimize impacts to soil and understory vegetation by
providing for sequencing and staging where appropriate.
13.) In the event archaeological items are discovered during construction, builders and lot
owners shall observe the following protocol: (1) Stop Work. (2) Do Not Further Disturb
The Area or Remove any Materials Therefrom. (3) Notify immediately the Jefferson
County Director of Community Development(360-379-4450). (4) The Director of
Community Development will immediately notify the Washington State Office of
Archaeology and Historic Preservation (OAHP) (360-407-0752). (5) Protect the area from
vandals and collectors. (6) Obtain the services of a qualified archaeologist to evaluate the
site and make recommendations for further work in the area. (7) If further excavation or
disturbance of the site is necessary, obtain the necessary permit from OAHP, and (8)
Proceed only in compliance with the terms and conditions of said permit.
14.) Maximum impervious surface area for lot 68 shall not exceed 45 percent.
15.) Minimum setback from the private access road easement(tract"H") line shall be 20 feet.
Minimum side and rear yard setbacks shall be 5 feet.
16.) The building height shall not exceed 35 feet.
17.) Based on Section 3.107 of the MPR Code, accessory dwelling units (ADUs) are not
allowed in the MPR-SFzone.

1. Describe/check the Best Management Practices (BMPs) that you will implement during land
disturbing activities or construction to control erosion and prevent sediment from entering water
bodies (marine waters, streams, rivers, lakes, or wetlands) or impacting adjacent property or
roads. Please check the measures you plan to implement and show their approximate location on
the site plan. You may also propose measures other than those listed. Attach additional sheets, if
more space is required.

Provide a stabilized construction access by applying quarry spalls, ballast, or crushed rock
to minimize tracking sediment onto roads. (See attached illustration from Stormwater

[] Phase clearing so that only areas that are actively being worked are uncovered.
[] Start and complete land disturbing activities and stabilize the site between April 1
and September 30. Stabilization means that disturbed areas will have well-established
plant cover or be landscaped to minimize erosion.

October 1 and March 31 and within 7 days between April 1 and September 30.

4. Specify your construction sequence. Describe the timing of all land disturbing activities (clearing
and grading, construction, installation of drainage facilities, landscaping, etc.) and Best
Management Practices. Describe proposed maintenance of BMPs.
After excavation the soil piles will be covered and silt
fence will be installed . Silt fence will be left in
place until we are ready to landscape and all roof drains/
catch basins are in . Landscaping will be installed as
early as possible on the exterior of the building when
all exterior concrete work is completed. .
The Best Management Practices proposed above will be implemented to control erosion, sediment, and
storm/17yof J.I will notify the Jefferson County for inspections as required.
