SPECIAL CONDITIONS FOR CASE BLD02-00738
1.) The application was reviewed by the Jefferson County Department of Community
Development staff on December 27, 2002 for the potential presence of Environmentally
Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC).
After an initial Geographic Information Systems mapping review and an investigative site
inspection, the following ESAs were confirmed to be present on the subject property:
Osprey Nest.
2.) The Washington State Department of Fish and Wildlife reviewed the proposal for possible
impacts to an area Osprey Nest. WDFW reviewed the proposed single family residence
and determined that the proposal is more than 1/2 mile from any active osprey nest and
therefore, should not have any significant adverse impact on the nests. As usual, WDFW
recommended retaining as many mature conifer trees as possible to protect existing and
future perching, roosting, and/or nesting habitats.
3.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i).
4.) The parcel is a legal conforming lot that is designated Single Family -4 : 1 (MPR-SF)
under the Jefferson County Comprehensive Plan Land Use Map effective August 28,
1998.
5.) This approval is for a Single Family Residence with attached garage only. Any future
permits on this site are subject to review for consistency with applicable codes and
ordinances and does not preclude review and conditions which may be placed on future
permits.
6.) The site plan as submitted with the building permit application on December 23, 2002 has
been reviewed for consistency under the UDC and the MPR Code. It has been approved
by Jefferson County Department of Community Development. Any modifications,
changes, and/or additions to the stamped, approved site plan dated January 24, 2003
shall be resubmitted for review and approval by Jefferson County Department of
Community Development.
7.) Runoff may be directed to the road ditch. However, no pipes or curtain drains may be
constructed within the Goliah Lane right-or-way without a permit from the Jefferson
County Department of Public Works.
8.) The applicant is proposing to create or add 2458 square feet of impervious surface and
2500 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson
County Unified Development Code requires that your proposal submit a Small Parcel
Erosion and Sediment Control Plan. The applicant submitted a Stormwater Management
Plan application.
9.) Based on Section 3.107 of the MPR Code, accessory dwelling units shall not be allowed in
the MPR-SF zone.
10.) Maximum impervious surface area for lot 94 shall not exceed 45 percent.
11.) Minimum setback from Goliah Lane right-of-way (a local access road) shall be 20 feet.
Minimum side and rear yard setbacks shall be 5 feet.
12.) The building height shall not exceed 35 feet.
13.) A Stormwater Management Permit Application has been submitted and approved by the
Department of Community Development. Once the subject permit has been issued the
applicant shall fully implement the provisions of the submitted plan and contact the
Jefferson County Department of Community Development to arrange a schedule to
inspect the property for plan compliance. A Certificate of Occupancy will not be issued
until the Department verifies plan compliance. No clearing for roadways or utilities shall
occur on the project site until clearing necessary for the installation of temporary
sedimentation and erosion control measures have been completed.
