The application was reviewed by the Jefferson County Department of Community Development staff on January 2, 2003 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Wetland Area - NE Corner; Suseptible Aquifer Recharge Area; and Coastal SPIZ- North Half of Property. 2.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 3.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 4.) The project components are more than 250' from the mapped/identified wetland. The requirement for a wetland delineation and report is waived based on maintenance of a 225' buffer from the wetland per UDC Table 3-3. 5.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 6.) This approval is for a Detached Garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 7.) A portion of the North Half of the property is mapped to be within the Coastal Seawater Intrusion Protection Zone. An existing well is located approximately 250 feet south of the North property boundary. The existing well appears to be outside of the mapped SPIZ area. As an existing well, the protection standards are not applicable. 8.) The applicant is proposing to create or add 624 square feet of impervious surface and 650 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Stormwater Calculation Sheet. The applicant submitted a SW Calculation Sheet, which was corrected by the project planner. 9.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 10.) Jefferson County has determined that the use of certain properties for mineral resource extraction and processing activities is necessary to ensure resource availability in the County. The County will not consider to be a nuisance those inconveniences or discomforts arising from extraction and processing operations, if such operations are consistent with commonly acceped best management practices and comply with local, state, and federal laws. If your property is within five hundred (500) feet of property designated as Mineral Resource Land (MRL), you may be subject to inconveniences or discomforts arising from such operations, including but not limited to noise, tree removal, odors, fumes, dust, smoke, the operation of machinery, and the storage and disposal of aggegate products. One or more of the inconveniences described may occur as a result o extraction and processing operations which are in conformance with existing laws and regulations. 11.) The parcel is a legal conforming lot that is designated as Rural Residential (RR 1:5) under the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998. 12.) The revised site plan of January 8, 2003 as submitted with the Building Permit application on December 26, 2002 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated 12/26/02 & 1/08/03 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 13.) Maximum impervious surface area shall not exceed 25 percent. 14.) Minimum setback from the private access road easement(Thunder Road) shall be 20 feet. Minimum side and rear yard setbacks shall be 5 feet. 15.) The building height shall not exceed 35 feet. 16.) A system system and drainfield was installed on the parcel under permit SEP90-00418.
