SUBJECT: MOTION TO PROCEED: MUNIS/EPL Migration.
STATEMENT OF ISSUE: The County has dedicated several years to fully implementing,
integrating and optimizing its financial system, MUNIS and permitting software suite, EPL. Initially,
this project was intended to be a cloud-based implementation,but beginning in December we,the IT
team, identified issues with existing application program interfaces between Tyler and other third-
party systems. To avoid data loss in the cloud migration it was determined that an on-premises
solution was the best option to continue moving the project forward.
The Board of County Commissioners is asked to consider a motion granting authority to the
Central Services Director to move forward with the procurement of necessary server licenses in
support of the Munis/EPL system as a key component of the County's financial and
administrative modernization efforts and to commit to approving an upcoming appropriation
request to fund this initiative.
FISCAL IMPACT: $36,331.56 for 13 server licenses which will support the migration of MUNIS/
EPL and future Tyler business applications necessary for County business. In subsequent years,these
ongoing license/replacement costs will be captured using Central Services' standard Cost allocation
methodology.
RECOMMENDATION: Motion granting authority to the Central Services Director to move forward
with the procurement of necessary licenses for the Munis/EPL system and to committing to approving
an upcoming appropriation request funding this initiative.
