What were the strengths/weaknesses of the previous 5-Year Plan?
Weaknesses
● Accessibility–difficult to find online
● Operationalization
● Too broad in scope
● Too bureaucratic–some “industry” language hard to understand
● Not used because it lacked clear actionable measures
● Timing with covid impacted it’s potential to be used/implemented
● Lacked accountability assignments and progress check-ins
Strengths
● Laid groundwork for some successes in the community–particularly around collaboration
of housing providers
● Motivator toward action
● Process of creating the plan brought a diverse groups together around housing issues
● Broadness of the groups involved in the process led to inclusion of many different voices
How should we organize our discussion of the 5-Year Plan
objectives?
● Specialize the task force into sub-groups on specific objectives
● Use a spreadsheet to cross-track strategies
● Engage youth voices from local High Schools, Peninsula College, OWL 360
● Need to raise alarm about the rise in homelessness and risk amongst 60 year +
population
● Focus on local implementation vs. state objectives and find additional funding to support
these goals
● Ensure comment from those experiencing homelessness and housing instability by
soliciting input in myriad ways including written, verbal, one on one meetings etc.
● Suggested ordering of discussion:
○ 1) Strengthen the Homeless Service Provider Workforce (Objective #2)
○ 2) Prevent Episodes of Homelessness Whenever Possible (Objective #3)
○ 3) Prioritize Assistance Based on the Greatest Barriers to Housing Stability and
the Greatest Risk of Harm (Objective #4)
○ 4) Promote an Equitable, Accountable, and Transparent Homeless Crisis
Response System (Objective #1)
○ 5) Seek to House Everyone in a Stable Setting that Meets Their Needs
(Objective #5)
