Notice I say what. Individually victims can be many things with many attributes in many different circumstances high and low. I am speaking universally, what is a victim. A victim is
a witness live or dead . What are they witness to? The are individuals, groups, populations, who are impacted negatively and harmed by great power dysfunction, disparity, inequities,
where individuals,groups, institutions such as governments, laws,agencies within government, contractors, subcontractors don't see protected populations as human beings with human rights
entitled to essential equities, essential life needs, to live safely with the same basic dignity as everyone on the privilege and entitled spectrum, to live in closer to equality, egalitarian
ideals. Those privileges that those in government and those in higher socio-economic circumstances take for granted.
A victim is a witness to institutional corruption, negligence, belligerence, contempt,indifference to the egalitarian ideals encoded in the constitution,the bill of rights and many rcw
codes. A victim is a witness to government tolerance of institutional violence and hostility to voters, taxpayers and consumers that they supposedly serve. The kind of government and
institutional violence that goes on everyday so that it becomes normalized so people at all levels everywhere really may not see it, however whenever it's brought to their attention
they just deny that it happens, with selective double standard measurements of the different individuals and populations.
