The are individuals, groups, populations, who are impacted negatively and harmed by great power dysfunction, disparity, inequities, where individuals,groups, institutions such as governments, laws,agencies within government, contractors, subcontractors don't see protected populations as human beings with human rights entitled to essential equities, essential life needs, to live safely with the same basic dignity as everyone on the privilege and entitled spectrum, to live in closer to equality, egalitarian ideals. privileges those in government ,those in higher socio-economic circumstances take for granted. A victim can be a witness to institutional corruption, negligence, belligerence, contempt,indifference to the egalitarian ideals encoded in the constitution,the bill of rights and many rcw codes. A victim is a witness to government tolerance of institutional violence and hostility to voters, taxpayers and consumers that they supposedly serve. The kind of government and institutional violence that goes on everyday so that it becomes normalized so people at all levels everywhere really may not see it, however whenever it's brought to their attention they just deny that it happens, with selective double standard measurements of law, for marginalized / disenfranchised individuals and populations. Who is doing the marginalizing and disenfranchising? In general these individuals/institutions are called perpetrators or perpetuators of violence created by the use of double standards they create or continue very inequities elected officials, appointed positions have been tasked to practice reconciliation laws, policies that are enacted to rectify disparities where government and agencies and contractors have illegally practiced discrimination and through illegal practices have continued to enforce inequities when these institutions should be engaging in reversing violations of law through reprehensible practices that have caused undue violence harm to individuals groups and populations in protected classes, by protection I mean protections found in the constitution and all other applicable law. So many opportunities to rectify harmful practices that constitute unlawful violations (notice the similarities in the words violence and violations) and yet so many fed/state/local governments, agencies desiring/practicing to be a Titanic failure unwilling to be the change the people have wanted and worked for , that the people deserve, who have invested in them the authority to be " in order to (actualize the ideal of) form(ing ) a more perfect union " because indifference to harm and violence is actually tied to greed, corruption , negligence, belligerence, contempt, are abuses of power that polite society sweep under the rug of the constitution or injustice that is hidden by the curtains of justice. Current administration has pulled back the curtains by increasing inequities to populations that have previously not been unequal in the relative sense; doesn't mean local administrations have not been waiting excitedly to travel further down the road to hell that governments have paved with what they have long and ever will perceive are their good intentions; all they have to continue doing is demonize the victims of their heinous philosophy; which is hypocrisy. Saying protected classes are human but treating them as though they are anything but. What is a victim? A witness who is harmed by people who say they believe in human rights and equity but hypocritically use their privilege to not practice what they preach.
