The application was reviewed by the Jefferson County Department of Community Development staff on February 10,2003 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Fish and Wildlife Habitat- Great Blue Heron Colony and At Risk Seawater Intrusion Protection Zone (SIPZ). 2.) The property is within a"At Risk" Seawater Intrusion Zone. The proposed structure (pole building garage) is unheated and without plumbing. No water is required. Therefore, the mandatory and voluntary requirements of the at risk SIPZ are not applicable to the application. 3.) The Washington State Department of Fish and Wildlife was invited to review and comment on potential impacts to blue heron colony that may result from the project. WDFW in an email dated February 12, 2003 commented that there should be no conflict due to the fact that it is greater than 600 feet with no mature conifers onsite. 4.) The applicant is proposing to create or add 780 square feet of impervious surface and 800 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Storm Water Calculation Sheet. The applicant submitted a SW Calculation Sheet. 5.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 6.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 7.) This approval is for a Pole Building Garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 8.) The site plan as submitted with the building permit application on February 3, 2003 has been reviewed for consistency under the UDC. It has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated February 3, 2003/February 10, 2003 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 9.) The parcel is a legal conforming lot that is designated as Rural Residential (RR 1:5) under the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998. 10.) A building permit application (BLD00-00243) for a single family residence with attached garage was issued April 20, 2000 and finaled July 14, 2000. 11.) A building permit application (BLD01-00671) to convert the unheated square footage of BLD00-243 [garage]to heated living space was issued December 28, 2001and finaled December 20, 2002. 12.) A building permit application (BLD00-00490)was issued July 26, 2000 for construction of a stairwell inside the existing residence. The permit was finaled August 11, 2000. 13.) A septic system and drainfield was installed on the property under permit SEP98-00080.The permit was finaled July 14, 2000. 14.) Maximum lot coverage shall not exceed 25 percent. 15.) Minimum setback from Bachelor Road right of way line shall be 20 feet. Mimimum side and rear yard setbacks shall be 5 feet. 16.)
