RE: Purchase of equipment through U.s. GSA contracts for JeffCom 911
Radio System Improvements
STATEMENT OF ISSUE: The JeflCom 911 radio system improvements at the City of Port
Townsend water reservoir site require a new equipment shelter and emergency power
generator. These items require long lead time from order to delivery. They will be provided to
and installed by a general contractor under a cmrent public works contract.
ANALYSIS: RCW 39.32.090 specifically allows local agencies to purchase supplies,
materials and/or equipment from or through the U.S. government, in this case the GSA,
without going to bid. Vendors for the equipment being purchased have contracts for this
equipment under the GSA Cooperative I'w"ch....iI'18 Program.1nformation about the U.S. GSA
program is attached along with the vendor price quotes. Two shelters and three generators
were already purchased and installed under this process. The vendors are Thermo Bond
Buildings. Inc. for the equipment shelters and Cummi.,.. for the generators.
FISCAL IMPACT: Funds will be provided by the JefiCom Enbancement Fund 121 wbich
was funded by a 2007 bond issue. The total cost for the equipment shelter is $51,550.28. The
total cost for one diesel generators is $24,434.22.
RECOMMENDATION: Approval of Resolution No authorizing the purchase
of equipment shelters and emergency power generstors under the vendors U.S. GSA contracts.
