Hell Ms. Eisenhower, My name is Eric Pratt and I am looking for a solution to an unfortunate set of events that occurred in 2024 regarding the Jefferson County Washington PUD and their roll out of the rural fiber internet installation in the Quilcene, washington. In August of 2024 the PUD installed approximately 800 feet a buried fiber and two communication standards within the boundaries of my property without the authority or easements necessary to do so. In doing so, they cut the structural root systems of several large, well established evergreen trees causing one to fail and fall in autumn of 2024(2 months after installation). Following the failure of the large conifer, I hired a certified arborist assess the damages and according to the lengthy report provided, it was found to quite substantial. The total value of damages to trees being estimated at around $50,000. The Jefferson county PUD also failed its doing its due diligence to make sure that their ongoing improvements didnt harm the properties of those affected. No discussions were attempted regarding location of this line and how it affects the trees and land around it. Their online fiber installation web page stated clearly it would use existing overhead infrastructure. I tried my best to open and maintain dialogue with PUD prior to the installation of the trespassed line and have since tried to maintain communication over finding a solution the the damages and mess left on my neighbors and I's properties. Unfortunately this trespass and damage is ongoing and I continue suffering a great deal of financial and personal costs in trying to rectify this failure and the damage it has caused. It has been made clear to me that the PUD has overstepped their legal authority and trespassed causing irreparable harm and los to my property. Additionally, There is potential that they have made an unconstitutional land capture and may be culpable for timber trespass which can triple the damages(according to RCW) assessed as a result of their reckless and hurried decisions. I would very much like to find an amenable solution but the Jefferson county PUD has stopped communicating and has made no indication of trying to rectify the problem except for a singular site visit in early 2025. Unfortunately this leaves me in a very unfortunate position and I am hopeful you can help. I can provide the arborist report and photos of the damaged trees.
