What County HR Teams Need to Know
The U.S. Department of Education has announced the restart of the Treasury Offset Program, which means involuntary collections will resume for borrowers in default. According to the
Department, over 5 million borrowers are currently in default, with another 4 million in late-stage delinquency — representing nearly 25% of the federal student loan portfolio at risk.
This restart has serious implications for both borrowers and employers. Borrowers who do not take action may face wage garnishment, tax refund seizures, Social Security offsets, and
damage to credit scores. County HR teams will begin receiving official garnishment orders, requiring them to withhold up to 15% of affected employees’ wages and remit them to the federal
government. Failure to comply can result in penalties for employers.

How HR Teams Can Respond:
County HR professionals should anticipate an increase in employee inquiries and the associated administrative workload for processing garnishments. To support counties and their employees
with student loan repayment, WSAC is partnering with NACo to offer the Savi tool.

* Support employees in meeting Public Service Loan Forgiveness (PSLF) requirements

* Maximize employee savings and reduce turnover risk by helping staff avoid garnishment-related financial strain
