Subject: Comments on the 2025 Draft Comprehensive Plan Update
Please see below for your consideration for inclusion in the 2025 Jefferson County
Comprehensive Plan Update regarding information about Jefferson County's participation in the
Hood Canal Coordinating Council and our guidance materials that inform implementation of
many of the goals and policies across multiple chapters in the plan related to Hood Canal's
environmental wellbeing:
Hood Canal Coordinating Council
Jefferson County is one of five member governments of the Hood Canal Coordinating
Council (HCCC), formed by the WA state legislature in 1985 in response to community
concerns about water quality and related natural resource issues in the Hood Canal
watershed. Through an interlocal agreement with the jurisdictions surrounding Hood
Canal (Jefferson County, Kitsap County, Mason County, Port Gamble S’Klallam Tribe, and
Skokomish Tribe), the Board of Directors oversees HCCC’s roles and responsibilities as the:
- Aquatic Rehabilitation Management Board
- Regional Recovery Organization for Hood Canal and Strait of Juan de Fuca Summer
Chum Salmon
- Hood Canal Lead Entity for Salmon Recovery
- Hood Canal Local Integrating Organization
- Hood Canal In-lieu Fee Mitigation Program
HCCC works with many partners and communities to advance a shared regional vision to
protect and recover Hood Canal’s environment, economic, and cultural wellbeing. HCCC’s
primary guidance materials below inform and lead implementation of ecosystem
protection and restoration efforts across Hood Canal:
