Approval of Agenda: approved by acclimation 3. Approval of Minutes: a. April 16, 2025: CK 1st/CL 2nd – 6 yay, 1 abstention – approved b. May 7, 2025: CK 1st/AS 2nd – 6 yay, 1 abstention – approved GENERAL UPDATES 4. Planning Commission Updates: a. Commissioner Hull has sold his residence and is moving outside the county, and the May 21st meeting will be his last meeting as a planning commissioner. 5. DCD Staff Updates: a. DCD staff reminded the Planning Commission and the public that because the meeting consisted of a full agenda it would be important to maintain the timeframes referenced in the Regular Business portion of the agenda. b. DCD Staff thanked Commissioner Hull for his work on the Planning Commission and stated that Commissioner Sircely, currently acting as Vice Chair, would take the position of Chair for future meetings. c. A Planning Commission Clerk has been hired to assist DCD staff with work related to managing the Planning Commission. PUBLIC COMMENT – GENERAL 6. Public comments – None 7. Transmitted Information: a. Excerpt of E-mail from Shannon & Wilson to DCD dated 5/13/25 with hyperlinks. E-mail addresses updated FWHCA Technical Memo dated 5/13/25, prescriptive buffer enhancement standards, and monitoring methodology from City of Bellevue Critical Area Handbook b. Updated Fish and Wildlife Habitat Conservation Areas (FWHCA) Technical Memo dated 5/13/25 Memo from Shannon and Wilson c. Memo from DCD to PC dated 5/15/25 addressing agriculture in the Critical Area Ordinance. REGULAR BUSINESS 8. Engage Jefferson County (“Engage JC”), Community-Based Organization (CBO) Report a. The Community Wellness Project, which includes the CBO “Engage JC”, received a $90,000 Washington Department of Commerce Community-Based Organization Public Participation Grant to assist the County with community involvement in the Comprehensive Plan Periodic Update. The grant purpose is to “work with partners to establish and staff coordination of a Jefferson County Climate Resilience & Equity initiative that established longer term engagement, traction and continuity of diverse community participation in civic life and long term planning efforts.” Engage JC shared an overview of the work they’ve been doing under the CBO grant through Engage JC. This includes: i. synthesis from the People First, Youth Voice, and other community workgroups, ii. an equity analysis of the comprehensive plan update, and iii. a section focused specifically on community engagement. 9. Comprehensive Plan Public Review Draft Facilitated Discussion a. On May 7, 2025, the Planning Commission received a staff and consultant roll-out of a Public Review Draft 2025 Comprehensive Plan. The Comprehensive Plan contains a lot of material within the nine topical Elements and associated Technical Appendices. DCD Staff led a discussion centered around the review methods, work product, and schedule for completing a review of the Public Review Draft. b. The Planning Commission decided to look through all public comment that has been submitted before beginning to review the elements of the Comprehensive Plan. It was decided that the Planning Commission would review all nine elements of the Comprehensive Plan, and would begin by reviewing the Transportation and Parks and Open Space elements of the Comprehensive Plan at the June 4th meeting. 10. Critical Areas Ordinance (CAO) Presentation and Discussion a. Synopsis: DCD staff presented proposed amendments to the Critical Areas Ordinance concerning Fish and Wildlife Habitat Areas, Wetlands and Agriculture. 11.
