Butler, Chief Strategy Officer TO: Honorable Chair and Members of the Planning Commission RE: Stock Plans and C-PACER Update ------------------------------------------------------------------------------------------------------------------------------ Background: The City and County are refining the Stock Plan and C-PACER programs in ways that meet concerns of architects and designers who submitted and that would also be sustainable and user-friendly. Contracting Process Issues A recent revision to the Stock Plan program envisions that community members would be able to use a clearinghouse to purchase the plans. This approach addresses concerns such as: (1) Ownership and Use of Documents, commonly known as copyright, (2) Audit responsibilities, and (3) Insurance. Alternative Approach Previously, we envisioned users purchasing the plans directly from an architect or designer but now plan to use a clearinghouse where users would purchase the plan set from them. As envisioned, the “Jefferson County/Port Townsend Collection” would include those designs selected by the joint City and County subcommittee. Additionally, we are now likely to include an approved foundation plan, which would address most soil types commonly found in East Jefferson County and also request a new submission of ‘missing middle plans’ to incentivize triplexes, duplexes, quads in the Port Hadlock phase one sewer boundary. Interviews with clearinghouse companies are tentatively scheduled June 26, 2025.
