The application was reviewed by the Jefferson County Department of Community Development staff on April 15, 2003 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Type 5 Stream(s); Slight Landslide Hazard Area; and Susceptible Aquifer Recharge Area/Special Aquifer Protection Area. 2.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 3.) A geotechnical report was not required or submitted for the single family residence permit. 4.) Two (2)Type 5 Streams have been identified on the subject property. The streams will require 30-foot setbacks as shown on the Chimacum Heights Short Plat(15-feet on each side of the streams.) The setback shall be measured horizontally from the Ordinary High Water Mark (OHWM). 5.) Buffers are areas that shall be maintained in their natural condition, however, minor pruning or alteration of vegetation may be permitted as long as the function and character of the buffer are not diminished. 6.) Among the native conifer species which may be used in buffers or for re-vegetation include, but are not limited to: Grand Fir(Aibes grandis), Sitka Spruce (Picea Sitchensis), Shore Pine (Pinus Contorta), Douglas Fir(Pseudotsuga Menziesii), Western Red Cedar (Thuja Plicata), and Western Hemlock (Tsuga Heterophylla). Among native tree species which may be used includes: Vine Maple (Acer Circinatum), Big-Leaf Maple (Acer Macrophyllum), Red Alder(Alnus Rubra), Pacific Madrone (Arbutus Menziesii), Quaking Aspen (Populus Tremula), Black Cottonwood (Populus Trichocarpa), Bitter Cherry(Prunus Emarginata), Oregon White Oak (Quercus Garryana), Cascara (Rhamnus Purshiana), Pacific Willow(Saliz Lasiandra), and Scouler's Willow(Saliz Scouleriana). Among the native shrub species which may be used are: Sevice-Berry(Amalanchier Alnifolia), Red Osier Dogwood (Cornus Stolonifera) Salal (Gaultheria Shallon), Ocean Spray(Holodiscus Discolor), Indian Plum (Oemlaria Cerasiformis), Pacific Ninebark (Physocarpus Capitus), Red Flowering Currant (Ribes Sanguineum), Wild Rose (Rosa Nutkana), Swamp Rose (Rosa Pisocarpa), Willows (Salix ssp.), Red Elderberry (Sambucus Racemosa), Snowberry(Symphoricarpos Albus), Evergreen Huckleberry (Vaccinium Ovatum), Red Huckleberry(Vaccinium Parvifolium). 7.) A permanent physical separation along the boundary of the streamside buffer area shall be installed and permanently maintained. Such separation can include installing logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC Administrator. 8.) Stream buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100)feet, whichever is less. Signs shall be in place prior to and during construction activities. The signs shall contain the following statement: "Buffer - Do Not Remove or Alter Existing Vegetation." 9.) Stream buffers and landslide hazard areas shall remain naturally vegetated. Where buffer disturbance has occurred during construction, replanting with native vegetation is required. 10.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 11.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. • 12.) Critical Aquifer Recharge Areas are defined as Seawater Intrusion Areas, and Special Aquifer Recharge Protection Areas and the following land uses located within Susceptible Aquifer Recharge Areas (1)All Industrial Land Uses (2)All Commercial Uses (3)All Rural Residential Land Uses requiring a Discretionary Use or Conditional Use Permit (4)All Rural Residential Land Uses with nonconforming uses that would otherwise require a Discretionary Use or Conditional Use Permit(5) Unsewered Planned Rural Residential Developments (6) Unsewered residential development with gross densities greater than one unit per acre. All of the above listed uses shall be subject to the applicable requirements and standards of the Jefferson County Unified Development Code. 13.) Prior to the issuance of this building permit, the applicant is responsible to install and permanently maintain a permanent physical separation along the boundary of the landslide hazard area. Such separation may consist of logs, a tree or hedgerow, fencing, or other prominent physical marking approved by the Administrator. 14.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 15.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(1)(b)(i). 16.) This approval is for a Single Family Residence with Attached Garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 17.) The revised site plan dated 4/22/2003 as submitted with the Building Permit application dated April 3, 2003 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, Revised approved site plan dated April 22, 2003 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 18.) The parcel is a legal conforming lot that is designated as Rural Residential (RR 1:5) under the Jefferson County Comprehensive Plan Land Use Map effective Augut 28, 1998. 19.) The applicant is proposing to create or add 2760 square feet of impervious surface and 2760 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Stormwater Calculation Sheet. The applicant submitted a calculation sheet. 20.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 21.) Condition #9 of the Chimacum Heights Short Plat requires the applicant at the time of building permit application to install and permanently maintain a permanent physical separation along the boundary of the landslide hazard area. The Site Plan for the building permit shows a 3" by 5' post and rail fence and and states "cedar split rail fence (xx)at the edge of bank". 22.) The applicant shall provide documentation to the Department illustrating installation of the 3" by 5" by 5' post and rails fence along the boundary of the landslide hazard area. The documentation shall be submitted prior to request for final inspection and issuance of a certificate of occupancy. 23.) A permit to install a sewage disposal system [SEP03-00050]was issued on the property on April 2, 2003. The permit has yet to be finaled by Environmental Health. 24.) The subject lot and 2 other lots were created under application SUB00-00002 as a short plat. Each lot consists of at least 5-acres in size. The plat was recorded February 14, 2001 under Auditor's File Number 441047. 25.) Lot 2 of the Chimacum Heights Short Plat established a "Building Site"for future residential construction. The site plan for lot 2 shows the proposed residence as within the platted building site. 26.) Maximum impervious surface area for lot 2 shall not exceed 25 percent. 27.) Minimum setback from the 40-foot wide ingress and egress easement shall be 20 feet. Minimum side and rear yard setbacks shall be 5-feet. 28.) The building height shall not exceed 35 feet. • 29.) The applicant and/or contractor shall be responsible to ensure that appropriate Best Management Practices (BMPs) are implemented at all times during construction. 30.) A minimum of two (2)on-site parking spaces shall be provided for the single family residence. 31.) Anderson Lake Road is a county minor collector road (C523408). An address of 2084 Anderson Lake Road, Chimacum has been assigned to the lot. 32.) The building height shall not exceed 35 feet. 33.) Minimum setback from Anderson Lake Road right-of-way shall be 20 feet. Minimum setback from ingress/egress easement rights-of-way shall be 20 feet. Minimum side yard setbacks shall be 5 feet. Minimum setback from landslide hazard area shall be 30 feet. Minimum setback from Type 9 stream shall be 15 feet from Ordinary High Water Mark. 34.) Maximum lot coverage shall not exceed 25%. 35.) The identified "reserve area" and "proposed septic area"as identified on the revised building permit site plan dated April 22, 2003, is approximately 20 -30 feet west of the approved septic permit site plan (SEP03-0050).
