Hello Jefferson County Commissioners and staff, I am reaching out directly in hopes that you will join the Clean Buildings team at the Department of Commerce for a rulemaking informational session on June 18, 2025. The informational session will introduce HB1543 that was passed in the recent legislative session and cover the rulemaking process. HB1543 is a result of the Clean Buildings workgroup’s legislative report, which included recommended changes to meet compliance standards. The bill contains three key components: * The authority to create and adopt alternate compliance pathways with the Clean Buildings Performance Standard (CBPS), providing greater flexibility. * The ability to grant timeline extensions to building owners working toward compliance. * The addition of exemption categories to the standard. Commerce is in the process of filing the CR-101 to initiate the rulemaking process and solicit public comments. After the CR-101 is filed, Commerce will host a series of workshops to establish rules and reporting requirements for HB1543. This process encourages public participation, clarifies how we can enforce the performance standard, and helps us write accurate and understandable rules.
