The application was reviewed by the Jefferson County Department of Community Development staff on June 2, 2003 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Wetland Areas; Seismic Hazard; Slight Landslide Hazard Area; and Susceptible Aquifer Recharge Area. 2.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 3.) During the short plat review process, 2 wetland areas were identified on the property. The wetlands were delineated and shown on the face of the final short plat. Fifty (50) foot buffers were established and also shown on the face of the mylar. A condition of plat approval requires that wetlands and their buffers are to be maintained naturally vegetated, meaing that vegetation within the wetland and open space area shall not be disturbed or mowed. All weland stakes in the field were required to be maintained and replaced as needed. The condition applies for the life of the project. A site visit found that the wetland areas are protected in a manner consistent with the conditions of the 1997 short plat apporval. The Site Plan has been revised to correctly show the location of the wetland and it's 50-foot protection buffer. This weland location and buffer were verified in the field on June 9, 2003. 4.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 5.) A condition of the final short plat approval stipulated that applicant(s) may be required to submit a geotechnical report consistent with the Jefferson County Critical Areas Ordinance for building plans of single family residences, appurtenant structures, etc., prior to issuance of a building permit. As a result of the June 9, 2003 field visit and based on the December 19, 2001 NTI Geotechnical Report for 204 Totem Ridge Road, Tax# 901-114-027, a geotechnical report for this property was not required. The property features are not consistent with the features stated in UDC,Section 3.6.10(g) Geotechical Report. 6.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 7.) This approval is for a Manufactured Home Installation only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 8.) The parcel is a legal non-conforming lot that is designated as Rural Residential (RR 1:20) under the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998. 9.) The applicant is proposing to create or add 3200square feet of impervious surface and 12,700square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a Small Parcel Erosion and Sediment Control Plan including a Permanent Stormwater Quality Control Plan. 10.) The REVISED site plan dated June 9, 2003 as submitted with the Building Permit application dated May 19, 2003 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved revised site plan dated June 9, 2003 shall be resubmitted for review and approval by Jefferson County Department of Community Development. • • 11.) A Small Parcel Erosion and Sediment Control Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 12.) The parcel is a legal non-conforming lot that is designated as Rural Residential (RR 1:20) under the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998. 13.) Buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100) feet, whichever is less. Signs shall contain the following statement: "Wetland & Buffer- Do Not Remove or Alter Existing Vegetation." 14.) A permanent physical separation along the upland boundary of the wetland buffer area shall be installed and permanently maintained. Such separation can include installing logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC Administrator. 15.) Buffers shall remain naturally vegetatee except where vegetation has been disturbed, invaded by highly undesirable species, or would substantially benefit from the increased diversity of introduced species. Where buffer disturbance has occurred during construction, replanting with native vegetation shall be required. Minor pruning of vegetation to enhance views and removal of undesirable species may be permitted by the Administrator on a case by case basis. 16.) Maximum impervious surface area for lot 2 of the W E Seton Short Plat shall not exceed 25 percent. 17.) Minimum setback from the Totem Ridge Road (a private road) right of way line shall be 20 feet. Minimum setback from the access road easement to lot# 1 of Van Trojan Short Plat shall be 20 feet. Minimum setback to the west property line (private road easement) shall be 20 feet. Minimum rear yard setback shall be 5 feet. 18.) When drilled, wells shall not encumber adjacent properties, without prior written consent of the adjacent land owner and shall be served by easements of 100-foot radius surrounding the well. 19.)
