1.) The application was reviewed by the Jefferson County Department of Community
Development staff on June 5, 2003 for the potential presence of Environmentally Sensitive
Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an
initial Geographic Information Systems mapping review and an investigative site
inspection, the following ESAs were confirmed to be present on the subject property:
Osprey Nest.
2.) The Washington State Department of Fish and Wildlife reviewed for potential impacts to
Osprey Nests as part of the environmental/subdivision review process.WDFW in an
e-mail dated January 2002 indicated that their Priority Habitat Species Map indentifies a
Great blue heron rookery and an Osprey Nest within the Northwest corner of Section 21.
The northeast corner of Section 20 is approximately 1/2 mile northeast of the Plat of
Olympic Terrace, Division 1.
3.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i).
4.) The applicant is proposing to create or add 4164 square feet of impervious surface and
3725 square feet of land disturbing activities. Conditions of Plat approval require the
submittal of a Small Parcel Erosion and Sediment Control Plan prior to issuance of a
building permit. The applicant submitted a Small Parcel Erosion and Sediment Control
Plan.
5.) A Small Parcel Erosion and Sediment Control Plan has been submitted and approved by
the Department of Community Development. Once the subject permit has been issued
the applicant shall fully implement the provisions of the submitted plan and contact the
Jefferson County Department of Community Development to arrange a schedule to
inspect the property for plan compliance. A Certificate of Occupancy will not be issued
until the Department verifies plan compliance. No clearing for roadways or utilities shall
occur on the project site until clearing necessary for the installation of temporary
sedimentation and erosion control measures have been completed.
6.) The parcel is a legal conforming lot that is designated as Single Family (MPR-SF 4
dwelling units per acre) under the Jefferson County Comprehensive Plan Land Use Map
effective August 28, 1998.
7.) This approval is for a Single Family Residence with Attached Garage, including a Satellite
Bedroom only. Any future permits on this site are subject to review for consistency with
applicable codes and ordinances and does not preclude review and conditions which may
be placed on future permits.
8.) The site plan as submitted with the building permit application on May 28, 2003 has been
reviewed for consistency under the MPR Code, and has been approved by Jefferson
County Department of Community Development. Any modifications, changes, and/or
additions to the stamped, approved site plan dated May 28, 2003 shall be resubmitted for
review and approval by Jefferson County Department of Community Development.
9.) The 41 residential lots within the Plat of Olympic Terrace, Division 1 were established
through the long subdivision process. The final Plat of Olympic Terrace Division 1 was
approved March 10, 2003 and recorded March 11, 2003 under Auditor's File Number
466745, in Volume 7, Pages 176-180 of Plats.
10.) Outdoor residential storage shall be maintained in an orderly manner and shall create no
fire, safety, health or sanitary hazard.
11.) Not more than two (2) unlicensed or inoperable vehicles shall be stored on any lot less
than one-half acre unless totally screened from view of neighboring dwellings and
rights-of-way. Such screening shall meet all applicable performance and development
standards specific to the district in which the storage is kept, and shall be in keeping with
the character of the area. Screening shall meet the requirements of Unified Development
Code (UDC) Section 6. Outdoor storage of thirteen (13) or more unlicensed or inoperable
vehicles is prohibited except in those districts where specified as an automobile wrecking
yard or junk(or salvage) yard and allowed as a Permitted Use in Table 3-1 of the UDC,
and such storage shall meet the requirements of UDC Section 4.10. In no case, shall any
such unlicensed or inoperable vehiclesbe stored in an Environmentally Sensitive Area
(ESA).
12.) Based on Section 3.107 of tort Ludlow Master Planned Resort Code, cessory
Dwelling Units are prohibited within the MPR-SF zone.
13.) Stormwater runoff(roof and yard drainage) from lot#38 shall be directed into the
approved stormwater retention pond for Olympic Terrace, Division 1.
14.) Maxiumum impervious surface area for lot#38 shall not exceed 45 percent.
15.) Minimum setback from Mt. Lena Lane right of way line shall be 20 feet. Minimum rear and
side yard setbacks shall be 5 feet, and be outside of any easements within the lot.
16.) No building or structure shall be erected, enlarged or structually modified to exceed 35
feet in height.
17.) Lot owners shall comply with the standards of the MPR Code for home based business.
18.) A Geotechnical Report dated March 28, 1995 & September 14, 1995 has been prepared
for the Olympic Terrace, Div. 1 Plat. The report contains information and
recommendations relating to site work, construction activities and related matters
associated with soils and slope stability. All construction and clearing activities on any lot
within this plat shall either(1) comply with the recommendations set forth in the report(s);
or(2) comply with the recommendations of an alternative geotechnical/engineering report.
In the event an alternative geotechnical/engineering report is proposed, then prior to the
commencement of any land-disturbing acticity or construction activities on any lot, and
prior to the issuance of a building permit, the alternative report shall be prepared by a
licensed geotechnical engineer, a professional geologist, or a licenced professional
engineer knowledgeable in regional conditions with professional experience in landslide,
erosion, or seismic hazard evaluation and submitted to the Department of Community
Development Review Division.
19.) In the event archeological items are discovered during construction, builders and lot
owners shall observe the following protocol: (1) Stop Work; (2) Do Not Further Disturb
The Area Or Remove Any Materials Therefrom;(3) Notify Immediately The Jefferson
County Director of Community Development (360-379-4450); (4) The Director of
Community Development will Immediately Notify The Washington State Office of
Archeology and Historic Preservation (OAHP) at 360-407-0752; (5) Protect the Area From
Vandals and Collectors; (6) Obtain Sevices of a Qualified Archeologist to evaluate the site
and make recommendations for further work in the area; (7) If Further Excacation or
Disturbance of the Site is Necessary, Obtain The Appropriate Permit From OAHP; and (8)
Proceed Only in Compliance With The Terms and Conditions of Said Permit.
20.) Construction within this plat may be subject to truck route and work hours restrictions
designated and enforced by Jefferson County Department of Public Works. All
construction activity shall be conducted between the hours of 7:00 AM and 6:00 PM.
21.) A minimum of two (2) on-site Parking Spaces shall be provided for the new residence.

1. Describe/check the Best Management Practices (BMPs) that you will implement during land
disturbing activities or construction to control erosion and prevent sediment from entering water
bodies (marine waters, streams, rivers, lakes, or wetlands) or impacting adjacent property or
roads. Please check the measures you plan to implement and show their approximate location on
the site plan. You may also propose measures other than those listed. Attach additional sheets,if

[] Start and complete land disturbing activities and stabilize the site between April 1
and September 30. Stabilization means that disturbed areas will have well-established
plant cover or be landscaped to minimize erosion.
