Approval of Minutes: a. May 21, 2025 2025: CK 1st/CL 2nd – 6 yay– approved unanimously GENERAL UPDATES 4. Planning Commission Updates: a. Schwartz – Connect and Collaborate Event at Quilcene Community Center happening June 5, 6:00 pm. South County Task Force is meeting on Friday, June 6 at the Brinnon Community Center. b. Sircely – went on KTPZ on June 3 with organizers from the Food Bank to talk about the Senior Farmers Market Nutrition Program. c. Richert – Commented on the last planning commission meeting and his surprise that a community based organization was allowed to sit at the table with DCD and conduct a meeting with the planning commission. This led to a larger conversation around this subject. d. Koan – Expressed concern at not receiving a letter from Engage JC that was sent to DCD staff. This led to a larger conversation concerning how public comment is sent to the planning commission. Later in the meeting during planning commission updates the method of transmitting public comments to the planning commission, which was been done over Laserfiche in preparation for this meeting, was discussed. e. Koan – Expressed concern that a public statement made earlier that week by the BoCC concerning the Pleasant Harbor Master Planned Resort was not forwarded to the planning commission by DCD staff. 5. DCD Staff Updates: a. A Planning Commission email account has been opened called planningcommission@co.jefferson.wa.us, and with the help of Jefferson County Central Services multiple DCD Staff have been given access to this email. The Planning Commission Clerk will manage this email, and until then DCD Staff will manage the email. b. DCD staff and interns from WWU have worked together to create surveys for the 2025 Comprehensive Plan Update. The surveys have been published and links have been put on the Jefferson County 2025 Comprehensive Plan Update page. Public Comment – Public comments, in their entirety, can be viewed within the video recording of the meeting which is located in our Laserfiche Web Portal: www.co.jefferson.wa.us – Services – Laserfiche Web Portal (username and password are both: public) – Community Development - Planning Commission – Mtgs - Recordings – PC Meeting Recordings 2025 – XX-XX-2025. Time stamps within the video recording of the meeting are referenced below. a. Cendre Hunt – Responded to previous email communication with DCD staff, as well as Commissioner Richert’s comment during the Planning Commission Update portion of the meeting. Time stamp 20:15 – 23:40. b. Naiome Krienke – Commented that all tribes traditionally in the area should have that recognition and find more space in the community. This includes being more involved in planning and finding a way to give them space in the community. Time Stamp 23:40- 26:03. 7. Transmitted Information: a. “TRACKS 6 Transportation 2025_0423”. Transportation Element of the Public Review Draft of the Comprehensive Plan b. “TRACKS 4 PROS and Historic 2025-0423”. Open Space, Parks & Recreation, Historical and Cultural Preservation Element of the Public Review Draft of the Comprehensive Plan c. “2025-05-28 Comp Plan Public Comments_combined”. All written public comment submitted as of May 28, 2025 concerning the 2025 Comprehensive Plan Update. d. “STOCK PLAN C-PACER Update”. Update on stock plans and C-PACER. REGULAR BUSINESS 8. Housekeeping – Use of paper in Planning Commission Meetings a. DCD staff and the planning commission discussed the best way to transmit information to the planning commission for regular meetings. The follow conclusions were made i. Besides printing out agendas, DCD will print out 3 copies of the full agenda packet, including the transmitting information, to bring to regular meetings for use by the commission and the public. Commissioners plan to utilize technology to access the packet ahead of time and ii. The planning commission requested that DCD staff email the full agenda packet, including all transmitted information, to the planning commissioners instead of relying on the Laserfiche portal. DCD staff will still also put the full agenda packet on Laserfiche for the public to access. 9. 2025 Comprehensive Plan Update a. The planning commission went through the Open Space, Parks & Recreation, Historical and Cultural Preservation Element of the Public Review Draft of the Comprehensive Plan with the attending public. This included a conversation with Naiome Krienke concerning local participation from tribal members like her that live in the area and may not be actively represented by tribal entities. Naiome also discussed with the planning commission various issues facing the local tribal community related to planning and public participation, and communicated her desire for community space, similar to 621 Sheridan St. P: 360-379-4450 Port Townsend, WA, 98368 PCommissionDesk@co.jefferson.wa.us 3 Chetzamoka park, for the Chimacum peoples, as well as her desire to be able to build traditional homes in the region at traditional sites of the Chimacum people. b. It was decided that a Special Planning Commission Meeting would be scheduled for June 25, 2025 to continue review of the Public Review Draft of the Comprehensive Plan. 10.
