1.0 MAJOR FUNCTION AND PURPOSE
1.1 Persons In this position lead and direct the Shared Resource Conservation Management Program
across organization and departmental boundaries and conduct on-site resource surveys and
assessments of fac:llltles to Identify efficiency measures and best practices.
2.0 SUPERVISION RECEIVED
2.1 Persons In this position are given significant discretion, within the scope of policy and
regulations, In the routine performance of their duties. Program guidance Is received from the
Engineering Services Manager. Review and collaboration with the Engineering Services Manager
Is required to successfully perform the duties of this position.
3.0 SUPERVISION EXERpSED
3.1 Persons In this position have no supervisory responsibilities.
4.0 SPECIFIC DUTIES AND RESPON~IBIUTlES
4.1 Audits and enters monthly utlHty and consumption data Into a full-featured utility tracking
database.
4.2 Documents and analyzes predicted cost savings for Identified measures, and monitors
performance through trending analysis.
4.3 Analyzes use and trends of electricity, natural gas, fuel 011, propane, water and sewer, solid waste
and recycling, and other resource expenditures.
4.4 Acts as primary point of contact with utility company on energy conservation, grants, rebates and
green power Initiatives.
4.5 Prioritizes and participates In the Implementation of targeted building operation, maintenance;
and equipment efficiency measures and upgrades that are both practical and cost-effective.
. Tracks the resulting costs and benefits of Implementation and the subsequent resource savings.
4.6 Produces monthly and quarterly progress reports.
4.7 Identifies and prioritizes recommendations for practical and effective no-cost/iow-cost energy
and resource saving measures.
4.8 Presents recommendations to building, custodial and maintenance staff, and administrative staff.
4.9 Collaborates with staff and managers to develop appropriate Implementation strategies.
Coordinates with multiple departments on the recommendations.

4.10 Trains building staff and occupants in conservation measures, as well as to increase awareness of
the impact of behaviors on resource use and costs.
4.11 Develops and implements a recognition program that encourages actions toward savings goals.
Promotes RCM Program success stories and shares energy savings ideas with staff.
4.12 Identifies opportunities, promotes active involvement and behavior changes, motivates
participation for all facility occupants.
4.13 Promotes environmental stewardship and accountability to create a strong conservation ethic
among building occupants and organizational leaders.
4.14 Travels frequently to partner agency facilities, sometimes during irregular hours (nights,
weekends, holidays).
4.15 Performs other tasks as directed.
5.0 REQUIRED KNOWLEDGE AND ABILITIES
5.1 Working knowledge and ability to apply county, state and federal policies, procedures and
regulations and professional and/or engineering standards.
5.2 Working knowledge of county, state and federal government regulatory agencies.
5.3 Experience working with energy/utility tracking software.
5.4 Ability to interpret and understand technical manuals and regulations and keep updated.
5.5 Ability to prioritize and manage one or more tasks with minimal supervision.
5.6 Ability to work independently to research and provide informational data for project(s).
5.7 Ability to communicate and work effectively with department staff, other county departments,
other agencies, contractors and individuals regarding issues and regulations.
5.8 Possesses knowledge of computer and word processing skills to write contract specifications and
bid documents, permit applications, reports, and business correspondence.
5.9 Possesses engineering skills to review construction plans, perform construction inspection,
understand construction methods and work with contractors.
5.10 Possesses intermediate spreadsheet software skills to be accountable for accounting and
financial procedures, cost estimating, compile bid tabulations, review and submit invoices for
payment.
5.11 Maintains accurate and complete project file records.
5.12 Ability to work independently with high standards of accuracy to efficiently complete projects
and assigned tasks on schedule.
5.13 Must possess strong data management and analysis skills.

5.14 Ability to skillfully work with management and department staff, other county department staff,
representatives of other government agencies, the general public, and contractors.
5.15 Attendance/Punctuality: Is consistently at work and on time; ensures work responsibilities are
covered when absent; arrives at meetings and appointments on time.
5.16 Follows instructions, responds to management direction; takes responsibility for own actions;
keeps commitments; completes tasks on time or notifies appropriate person with an alternate
plan.
5.17 While performing the duties of this job, the employee is regularly required to stand, walk, sit talk
or hear, and reach with hands and arms and use hands to finger, handle or feel objects tools or
controls. The employee is occasionally required to use ladders, climb or balance and stoop, kneel,
crouch or crawl.
5.18 Good health and good physical condition, appropriate to the position. The employee must
sometimes lift and/or move up to 50 pounds. Specific vision requirements include: close vision,
distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
5.19 Some moderate physical effort is required to perform field surveys and assessments, to collect
meter data and to actively monitor building performance.
6.0 MINIMUM QUALIFICATIONS
6.1 Bachelor's Degree in Environmental Science, Resource Conservation, Public Administration,
Engineering or closely related field and two (2) years related experience; or, Associate's Degree
and four (4) years related experience; or, High School Diploma or GED with six (6) years related
experience.
6.2 Valid Washington State Driver's License and ability to maintain a valid license.
6.3 Certification as a Resource Conservation Manager or Facility/Plant Manager desired.

8.0 WORK ENVIRONMENT
8.1 While performing the duties of this job, the employee may be exposed to moving mechanical
parts, fumes or airborne particles, and toxic or caustic chemicals, risk of electrical shock and
vibration.
8.2 The noise level in the work environment can be moderate to loud.
8.3 Assessments in confined spaces may be occasionally necessary.
