Hand wringing, second guessing, and more postulating than any of us need in a lifetime was the mood leading up to the Governor’s signing of the operating, capital and transportation budgets. Would he veto the myriad revenues legislators raised to balance their budgets? Would legislators be called back to a special session for a “re-do”? After weeks of speculation, on May 21, Governor Ferguson signed all three budgets – operating, capital and transportation – with very few changes or vetoes, putting to rest all of the speculation and angst over the need for a special session. For the County Road Administration Board, our budget remained unchanged from what was passed in the final days of the 2025 legislative session. While the upcoming 2026 session will be a short supplemental session, our agency will be preparing for any and all scenarios. Our top priorities will be protecting our programs, county transportation programs and the new investments legislators committed to in 2025. The June revenue forecast is approaching and, once again, there is considerable speculation that revenues will be lower… potentially a lot lower. If that is the case, they will either take up the issues in January 2026 or we could be looking at a special session where lawmakers will need to come back to Olympia before then to balance the budgets. This week I provided a more robust update at the Washington State Association of County Engineer’s Annual Meeting and it was wonderful to connect with so many of you there.
