1.) Among the native conifer species which may be used in buffers or for re-vegetation
include, but are not limited to: Grand Fir(Aibes grandis), Sitka Spruce (Picea Sitchensis),
Shore Pine (Pinus Contorta), Douglas Fir(Pseudotsuga Menziesii), Western Red Cedar
(Thuja Plicata), and Western Hemlock (Tsuga Heterophylla).
Among native tree species which may be used includes: Vine Maple (Acer Circinatum),
Big-Leaf Maple (Acer Macrophyllum), Red Alder (Alnus Rubra), Pacific Madrone (Arbutus
Menziesii), Quaking Aspen (Populus Tremula), Black Cottonwood (Populus Trichocarpa),
Bitter Cherry(Prunus Emarginata), Oregon White Oak (Quercus Garryana), Cascara
(Rhamnus Purshiana), Pacific Willow(Saliz Lasiandra), and Scouler's Willow (Saliz
Scouleriana).
Among the native shrub species which may be used are: Sevice-Berry(Amalanchier
Alnifolia), Red Osier Dogwood (Cornus Stolonifera) Salal (Gaultheria Shallon), Ocean
Spray(Holodiscus Discolor), Indian Plum (Oemlaria Cerasiformis), Pacific Ninebark
(Physocarpus Capitus), Red Flowering Currant (Ribes Sanguineum), Wild Rose (Rosa
Nutkana), Swamp Rose (Rosa Pisocarpa), Willows (Salix ssp.), Red Elderberry
(Sambucus Racemosa), Snowberry(Symphoricarpos Albus), Evergreen Huckleberry
(Vaccinium Ovatum), Red Huckleberry(Vaccinium Parvifolium).
2.) The application was reviewed by the Jefferson County Department of Community
Development for the presence of Environmentally Sensitive Areas (ESAs). The
Department conducted a review and has concluded that the property DOES NOT contain
Environmentally Sensitive Areas. However, future proposals will be subject to a new ESA
review and conditions may be added if new ESAs are found on the property.
3.) The applicant is proposing to create or add 2880 square feet of impervious surface and
6200 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson
County Unified Development Code and Plat Condition # 1 requires that your proposal
submit a Small Parcel Erosion and Sediment Control Plan. The applicant submitted a
SPESCP.
4.) A Small Parcel Erosion and Sediment Control Plan has been submitted and approved by
the Department of Community Development. Once the subject permit has been issued
the applicant shall fully implement the provisions of the submitted plan and contact the
Jefferson County Department of Community Development to arrange a schedule to
inspect the property for plan compliance. A Certificate of Occupancy will not be issued
until the Department verifies plan compliance. No clearing for roadways or utilities shall
occur on the project site until clearing necessary for the installation of temporary
sedimentation and erosion control measures have been completed.
5.) The applicant abd/or contractor shall be responsible to ensure that the submitted and
approved [July 21, 2003] Small Parcel Erosion and Sediment Control Plan is
implemented and that the on-site detention facilities (sump)are constructed in accordance
with said plan and the Storm Water Manual for the Puget Sound Basin. All stormwater
runoff shall be handled on the property.
6.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i).
7.) This approval is for a Single Family Residence with Attached Garage only. Any future
permits on this site are subject to review for consistency with applicable codes and
ordinances and does not preclude review and conditions which may be placed on future
permits.
8.) The site plan as submitted with the Building Permit application on June 23, 2003 has been
reviewed for consistency under the UDC, and has been approved by Jefferson County
Department of Community Development. Any modifications, changes, and/or additions to
the stamped, approved site plan dated July 21, 2003 shall be resubmitted for review and
approval by Jefferson County Department of Community Development.
9.) The parcel is a non-conforming lot that is designated as Rural Residential (RR 1:10) under
the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998.

10.) Maximum impervious surface area(a surface area that creates a barrier totie entry of
water into the soil in comparision with natural conditions prior to development, or that
causes water to runoff in greater quantities ar at an increased rate of flow in comparision
with the flow prior to development. Common impervious surfaces may or may not include
roofs, driveways, patios, packed earth, and oiled surfaces; however, open uncovered
retention/detention facilities are not considered as impervious surfaces for lot 4 shall not
exceed 25 percent.
11.) Minimum setback from the Whispering Cedars Lane easement line shall be 20 feet.
Minimum setback from the Bishop Hill Circle easement line shall be 20 feet. Minimum
setback from the north property line of lot 4 shall be 5 feet. Minimum setback from the
south property line of lot 4 shall be 5 feet.
12.) No building or structure shall be errected, enlarged or structurally modified to exceed 35
feet in height.
13.) Outdoor residential storage shall be maintained in an orderly manner and shall create no
fire, safety, health or sanitary hazard.
14.) The Open Space included within the northwest portion of lot 4 shall be operated and
maintained by the lot owner(s)within the Bishop Ridge Division II Plat.
15.) A sewage disposal permit (SEP99-00261)for an alternative sewage disposal system was
issued for the property on October 14, 1999. The permit was cancelled October 3, 2002.
16.) An application for a sewage disposal system (SEP03-00181) for a permit to install a
sewage disposal system has been re-submitted to Environmental Health. The permit is
pending approval.
17.) A standard critical area waiver (CAR99-00389)was finaled by Jefferson County
Department of Community Developmenton September 22, 1999 for a new alternative
sewage disposal system.
18.) A well and maintenance agreement daed July 1, 2003 covering lot 4 was recorded with
the Jefferson County Auditor's Office on July 2, 2003 under Auditor's File Number 471850.
