SPECIAL CONDITIONS FOR CASE # BLD03-00437
1.) The application was reviewed by the Jefferson County Department of Community
Development staff on July 23, 2003 for the potential presence of Environmentally
Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC).
After an initial Geographic Information Systems mapping review and an investigative site
inspection, the following ESAs were confirmed to be present on the subject property:
Slight Landslide Hazard Area western portion of property.
2.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type,
geologic material, and groundwater that may combine to create problems with slope
stability, erosion, and water quality during and after construction or during natural events
such as earthquakes or severe rainstorms.
3.) A geotechnical report was not required or submitted for the new single family residence
with attached garage permit.
4.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(1)(b)(i).
5.) The parcel is a legal conforming lot that is designated as Single Family Tracts - 1 dwelling
unit per 2 1/2 acres (MPR-SFT 1: 2.5) under the Jefferson County Comprehensive Plan
Land Use Map effective August 28, 1998.
6.) The applicant is proposing to create or add 7771 square feet of impervious surface and
7775 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson
County Unified Development Code requires that your proposal submit an Engineered
Stormwater Site Plan. The applicant submitted an Engineered Stormwater Site Plan for
development of the entire parcel to address 18,260 square feet of new impervious surface
area, which includes the proposed single-family residence with attached garage. The SSP
has been reviewed and approved (7/9/2003).
An Engineered Stormwater Site Plan has been submitted and approved by the
G Department of Community Development. Once the subject permit has been issued the
• b applicant shall fully implement the provisions of the submitted plan and contact the
1�� I ,JQfferson County Department of Community Development to arrange a schedule to
t I„P'nspect the property for plan compliance. A Certificate of Occupancy will not be issued

��" until the Department verifies plan compliance. No clearing for roadways or utilities shall
occur on the project site until clearing necessary for the installation of temporary
sedimentation and erosion control measures have been completed.
8.) The applicant and/or contractor shall be responsible to ensure that the submitted and
approved (July 9, 2003) Engineered Stormwater Site Plan is implemented and that the
on-site detention facilities are constructed in accordance with said plan and the Storm
Water Manual for the Puget Sound Basin. All stormwater runoff shall be handled on the
property.
9.) A Storm Water Management Permit for clearing and grading in preparation for planting a
large area of the property in pasture was reviewed and approved July 23, 2001 for the
property. The permit was finalized April 12, 2002.
10.) A Class IV-General Forest Practice Approval (FPA2604094)was issued by the W.
Department of Natural Resources on August 8, 2001 and finaled August 10, 2001 for the
property.
11.) A building permit (BLD03-00260)for construction of a unheated garage/shop was issued
for the property on June 4, 2003. The permit has yet to be finalized.
12.) An application to install a sewage disposal system (SEP92-00273)was made for the
property on June 10, 1992. The application was cancelled July 10, 1992.
13.) This approval is for a single family residence with attache garage only. Any future permits
on this site are subject to review for consistency with applicable codes and ordinances
and does not preclude review and conditions which may be placed on future permits.
14.) The site plan as submitted with the building permit application on July 15, 2003 has been
reviewed for consistency under the UDC, and has been approved by Jefferson County
Department of Community Development. Any modifications, changes, and/or additions to
the stamped, approved site plan dated July 15, 2003 shall be resubmitted for review and
approval by Jefferson County Department of Community Development.
15.) Minimum setback from the front property line (facing east)shall be 25 feet. Minimum side
and rear yard setbacks shall be 25 feet.
16.) Maximim surface impervious rf p ace area for lot 8 (the property)shall not exceed percent.
17.) No building or structure shall be erected, enlarged or structurally modified to exceed 35
feet in height.
18.) Accessory Dwelling Units (ADU)shall not be allowed in the Single Family Tract
(MPR-SFT)zone
19.) Outdoor residential storage shall be maintained in an orderly manner and shall create no
fire, safety, health or sanitary hazard.

Stormwater Management Permit Supplemental Application

Applications for clearing and grading, land-disturbing activities, and building permits or other land use approvals that require a
stormwater management permit shall include the following information. This information may also be provided on other diagrams,
plans, studies, or attachments submitted with the project application. If so, please indicate such on this permit application. The
Administrator may waive specific submittal requirements determined to be unnecessary for review of the application.
1. Source of fill material and deposition of excess material. On-site earthwork will be balanced and no
fill or excess material is expected.
2. Physical characteristics of fill material: N/A
3. Proposed methods of placement and compaction consistent with the applicable standards on Appendix Chapter 33 of the
Uniform Building Code. Site work via dozer. Compaction in 6" lifts to 95% modified
proctor-or better.
4. Proposed surfacing material. 3/4" gravel -hasal t from local pit.
5. Proposed method(s)of drainage and erosion control. On-site work to occur during summer. Exposed
cut and fill slopes will be hydroseeded following construction to re-establish
vegetation. Biofiltration swales as shown on drainage plan.
6. Methods for restoration of the site. Hydroseeding as stated above.
7. Demonstrate that instream flow of water will remain unobstructed. No surface water diversions or
withdrawals are to be made. Drainage will be via sheet-flow only.
8. Demonstrate that erosion and sedimentation from outflow channels will be minimized by vegetation or other means,and
demonstrate that pond runoff will be controlled to protect adjacent property damage. Erosion control is
demonstrated on previously .,suImitted Frnsion Control Plan. On-site runoff control
