In the matter of
Creating a County project RESOLUTION NO. 34_06 t 6_2 SR
designated as Oil City Road- Six Mile Creek
Culvert Replacement, Oil City Road MP 5.96.
BE IT RESOLVED that Oil City Road County Road No. 134309, M.P.5.96, be improved as
follows:
The Six Mile Creek Culvert Replacement is a transportation improvement project included in the
officially adopted 2025-2030 Transportation Improvement Program as Item No. 27. The project will
remove the fish passage barrier and improve county road infrastructure by replacing the culvert at
Oil City Road MP 5.96 with a new bridge or box culvert. This project is being funded and managed
by Trout Unlimited. Jefferson County will provide assistance with right-of-way acquisition, and
coordination with design and construction per the table below.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown:

This project is included in the officially adopted annual road program as Item No.
X The project is hereby made a part of the officially adopted annual road program in accordance
with R.C.W. 36.81.130.
IT IS FURTHER RESOLVED that:
The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq.
The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065
and W.A.C. 136.18.
X Trout Unlimited will design and manage this project and be responsible for contracting and
payment.

Statement of Issue: Create a county project known as the Oil City Road - Six Mile Creek
Culvert Replacement.
Analysis/Strategic Goals/Pro's Et Con's: The Six Mile Creek Culvert Replacement is a
transportation improvement project included in the officially adopted 2025-2030
Transportation Improvement Program as Item No. 27. This project will remove the fish
passage barrier and improve county road infrastructure by replacing the culvert at Oil
City Road MP 5.96 with a new bridge or concrete box culvert. This project is being
funded and managed by Trout Unlimited. Jefferson County will provide assistance with
right-of-way acquisition, and coordination with design and construction.
Fiscal Impact/Cost Benefit Analysis: The total estimated cost for Jefferson County
right-of-way assistance, and coordination on design and construction is $13,644. The
design and construction coordination will be funded at 100% by NOAA through a
reimbursable, subrecipient agreement with Trout Unlimited. Jefferson County will
contribute $2,000 to Right-of-Way assistance from the County Road Fund. The
construction cost is estimated at $3,820,000 and will be entirely funded by Trout
Unlimited.
Recommendation: The Board is requested to sign one original of the Resolution to
Create County Project.
