The application was reviewed by the Jefferson County Department of Community Development staff on (date)for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Type 5 stream into Type 3 pond, wetlands, Susceptible Aquifer Recharge Areas, &stormwater 2.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 3.) No site visit was completed. An building permit for the MH was issued through BLD 97-729 & a septic system (conventional)was issued through SEP 96-33. Both of these permits are located closer to the wetland/dry seasonal ponds (which may not exist)than the proposed outbuilding. These ESA were not identified in these previous permits. Finally, the proposed outbuilding is located over 225 feet, which is outside of any required buffer for these ESA's. 4.) The applicant is proposing to create or add 1,000 square feet of impervious surface and 1,248 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal compy with the construction BMPs for a Small Project (attached). 5.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 6.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 7.) Maximum lot coverage is not to exceed 25%. Lot coverage is impervious surface, which is comprised of structures, hard sufaces, and graveled areas. 8.) The parcel is a legal non-conforming lot that is designated Rural Residential (RR1:10) by the Jefferson County Comprehensive Plan effective August 28, 1998. 9.) The building height is not to exceed 35 feet. 10.) There is a 20 foot setback from the edge of the private easement that crosses the middle of the lot. There is a 20 foot setback from the edge of the easement for Blossom Lane along the eastern edge of the lot. There is a 5 foot side setback. 11.) The proposal is addd a 24' by 36'storage/shop/garage to an existing residence. Therfore, issues of adequacy of the well, septic, driveway, parking, etc are not applicable to this proposal. The outbuilding does not impact existing improvements. 12.) The site plan as submitted with the building permit application (BLD 03-471)on July 30, 2003 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated August 27, 2003 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 13.) This approval is for a 24' by 36'storage/shop/garage only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits.
