SUBJECT: Resolution: Establishing a County Sponsorship Program
STATEMENT OF ISSUE:
In a previous Board of County Commissioners meeting the County Administrator was directed to establish a
County Sponsorship Program to support eligible local organizations/events as long as those sponsorships are
established in accordance with state statutes.
ANALYSIS:
The County Administrator consulted with the Prosecuting Attorney's Office the result of which is
the attached resolution establishing a County Sponsorship Program.
FISCAL IMPACT:
Up to $10,000 per year depending on qualified applications.
RECOMMENDATION:
Approve the attached resolution.

In the Matter of Establishing an Annual
Jefferson County Sponsorship Program for RESOLUTION NO.
Eligible Entities and Events.
WHEREAS, the Jefferson County Board of Commissioners (BoCC) wishes to establish a
$10,000 per year sponsorship program for eligible entities and for qualifying events;and
WHEREAS, in order to qualify as an eligible entity or event, all three of the following
conditions shall be met:
a. The entity or event promotes Jefferson County's purpose, and is within the authority of
Jefferson County; and
b. The entity or event is being held for a valid purpose;and
c. Jefferson County's role or participation is legitimate; and
WHEREAS,for Jefferson County to sponsor an entity or event, it shall be:
a. Authorized by the BoCC through either local policy,contract,or resolution/ordinance;
b. Rationally related to a legitimate public purpose;
c. Reasonable in its amount and nature; and
d. Any sponsorship shall be consistent with state law;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF JEFFERSON COUNTY,STATE OF WASHINGTON:
Section 1. Whereas Clauses Adopted as Findings of Fact. The Jefferson County Board of
Commissioners hereby adopts the above "Whereas"clauses as Findings of Fact.
Section 2. Purpose. The BoCC hereby establishes a $10,000 per year sponsorship program
for eligible entities and events.
Section 3. Annual Sponsorship. Annually, the BoCC will announce and advertise the
sponsorship program and solicit applications for funding. All applications must comply with
the requirements stated above.
Section 4. Severability. If any section, subsection, sentence, clause, or phrase of this resolution or
its application to any person or circumstance is held invalid,the remainder of this resolution or its
application to other persons or circumstances shall be fully valid and shall not be affected.
Section 5. Effective Date. This resolution is effective upon adoption.
Section 6. SEPA Categorical Exemption. This resolution is categorically exempt from the State
Environmental Policy Act under WAC 197-11-800(19).
