SPECIAL CONDITIONS FOR CASE A BLD03-00496
1.) The application was reviewed by the Jefferson County Department of Community
Development staff on Auguist 27, 2003 for the potential presence of Environmentally
Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC).
After an initial Geographic Information Systems mapping review and an investigative site
inspection, the following ESAs were confirmed to be present on the subject property:
suburban shoreline designation; fish &wildlife esturine zone; coastal SIPZ.
2.) To help prevent seawater from intruding landward into underground aquifers, all new
development activity on Marrowstone Island, Indian Island and within 1/4 mile of any
marine shoreline shall be required to infiltrate all stormwater runoff onsite.
3.) The applicant is proposing to create or add 4450 square feet of impervious surface and
4450 square feet of land disturbing activities. Project is subject to Minimum Requirements
#1 through #5.
4.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(1)(b)(i).
5.) The revised site plan dated August 12, 2003 has been reviewed for consistency under the
UDC, and has been approved by Jefferson County Department of Community
Development. Any modifications, changes, and/or additions to the stamped, approved
site plan dated August 12, 2003 shall be resubmitted for review and approval by Jefferson
County Department of Community Development.
6.) This approval is for a single family residence with attached garage only. Any future
permits on this site are subject to review for consistency with applicable codes and
ordinances and does not preclude review and conditions which may be placed on future
permits.
7.) Outdoor residential storage shall be maintained in an orderly manner and shall create no
fire, safety, health or sanitary hazard.
8.) Not more than two (2) unlicensed or inoperable vehicles shall be stored on any lot less
than one-half acre unless totally screened from view of neighboring dwellings and
rights-of-way. Such screening shall meet all applicable performance and development
standards specific to the district in which the storage is kept, and shall be in keeping with
the character of the area. Screening shall meet the requirements of Unified Development
Code (UDC)Section 6. Outdoor storage of thirteen (13) or more unlicensed or inoperable
vehicles is prohibited except in those districts where specified as an automobile wrecking
yard or junk (or salvage)yard and allowed as a Permitted Use in Table 3-1 of the UDC,
and such storage shall meet the requirements of UDC Section 4.10. In no case, shall any
such unlicensed or inoperable vehiclesbe stored in an Environmentally Sensitive Area
(ESA).
9.) The parcel has been designated as MPR-SF under the Jefferson County Comperhensive
Land Use Map effective August 28, 1998.
10.) The parcel was created through the Ludlow Point Village Division I Subdivision on
February 20, 1990 under AFN 328486. Said subdivision was amended on September 30,
1998 under AFN 414824.
Lots within said subdivision are subject to conditions and restrictions as identified on the
face of the plat.
11.) The parcel has direct access off of South Bay Lane, a county local access road
(C508909). An address of 201 South Bay Lane, Port Ludlow has been assigned to the
parcel.
12.) Maximum lot coverage shall not exceed 45%.
13.) The building height shall not exceed 35 feet.
14.) Minimum setback from South Bay Lane right-of-way shall be 20 feet. Minimum side yard
setbcks shall be 5 feet. Minimum shoreline setback shall be 30 feet, or as in this case, a
Building Setback Line (BSBL)was established through the subdivision process, therefore,
all structures shall be constructed landward of this line. (Site plan depicts a 10 foot
setback from the BSBL to the deck and 20 feet from the BSBL to the residence.

15.) PRIOR TO ISSUANCE Olt FINAL BUIDLING INSPECTION and consistent with MDNS
dated October 4, 1988 and Shoreline Substantial Development Permit (SDP88-0016)
dated September 2, 1988:
The proponent shall enter into an agreement with the Washington State Department of
Fisheries and Jefferson County to ensure that vegetative removal wateward of the
residential setback line is consistent with the intent of Mitigative Measure 12 to preserve
juvenile fish habitat and Policy 2 and Performance Standard 4 of Section 5.160,
"Residential Development," of the Master Program.
16.) Consistent with Condition 14 of SDP88-0016:
No docks, piers, or floats shall be permitted on Lots 1-33 and Lots 37-56. The placement
of mooring buoys in the Inner Harbor shall not be permitted.
17.) Consistent with Condition 16 of SDP88-0016:
No shore defence work shall be constructed.
