SUBJECT: Power Outage After Action Review
STATEMENT OF ISSUE:
The afternoon of Tuesday, May 27th, approximately 17k in east Jefferson County lost power for
approximately two hours. During that time, many county services were paused, and questions arose as to
how county leadership and staff should communicate and operate during power interruptions.
ANALYSIS:
DEM and Central Services recently began the process of writing a Continuity of Operations Plan(COOP)to
identify essential functions and strategies to maintain or resume operations after a disruption. Using the
power outage as a recent, real example, an after-action review meeting among department directors will help
to identify current processes, areas for improvement, and critical questions to address during the COOP
planning process. The agenda for the meeting is as follows:
1. Welcome and Introductions
2. After Action Purpose, Format, Ground Rules
3. Situation(power outage)review
4. Around the table: current department procedures, positives during power outage
5. Around the table: suggested changes - information, equipment, or process change needed
for next power outage
6. Summary and final thoughts
7. Next steps
FISCAL IMPACT:
Future power outages may have financial impacts to county operations depending on their duration.
Continuity of Operations Planning can help mitigate those impacts by ensuring critical county services are
maintained or resumed as quickly as possible.
RECOMMENDATION:
Chair Eisenhour and department heads conduct an after-action review of the recent power outage.
