The application was reviewed by the Jefferson County Department of Community Development staff on October 1, 2003 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Fish &Wildlife (Osprey), Level 1 Landslide Hazard Area (slight). 2.) The proposed addition to the single family residence is 462 sqare feet in size, located within an existing area cleared of native vegetation and did not receive review from Washington State Department of Fish &Wildlife for impacts to osprey habitat. Development Review staff determined the impacts to be negligable. 3.) The Level 1 (slight) Landslide Hazard Area is located to the south of the existing single family residence. The proposed addition is located on the northwest corner of the existing single family residence and does not affect the setback from the landslide hazard area. 4.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 5.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 6.) Not more than two (2) unlicensed or inoperable vehicles shall be stored on any lot less than one-half acre unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Unified Development Code (UDC) Section 6. Outdoor storage of thirteen (13)or more unlicensed or inoperable vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage)yard and allowed as a Permitted Use in Table 3-1 of the UDC, and such storage shall meet the requirements of UDC Section 4.10. In no case, shall any such unlicensed or inoperable vehiclesbe stored in an Environmentally Sensitive Area (ESA). 7.) Maximum lot coverage is not to exceed 45%. Lot coverage is defined as amount of impervious surface which includes rooftops, driveways, concrete, etc. 8.) The building height is not to exceed 35 feet. 9.) Minimum setback from Rainier Ct is 20 feet. Minimum side and rear setbcks are 5 feet. 10.) The applicant is proposing to create or add 462 square feet of impervious surface and 352 square feet of land disturbing activities. The project shall comply with Minimum Requirement#2 of the Department of Ecology Stormwater Management Manual for Western Washington to control stormwater, erosion and sediment during construction (see attached). BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 11.) The project shall comply with Construction Stormwater Pollution Prevention (SWPP) Elements#1 through #12 of the Department of Ecology's Stormwater Management Manual for Western Washington (attached). 12.) This parcel was created through the Port Ludlow No. 1 Area 4 subdivision June 3, 1968 under AFN 196207, Vol 5, pp 26-32 of Long Plats with the Jefferson County Auditor. 13.) The parcel is designated as MPR-SF (within the Port Ludlow Master Planned Resort) under the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998. 14.) Rainier Ct (C510709) is a county local access road. The road approach is existing, and an address of 40 Rainier Ct has been assigned to the parcel. 15.) Water and sewer connections are provided by Olympic Water& Sewer. 16.) Note 4 on Port Ludlow No 1 Area 4 subdivision: "In addition to the individual specific general rights of flow of water along is natural course, lines marked "drainiage easements" upon the plat carry the right to public bodies to maintain over reasonable width, a course for the flow and discharge of surface waters, whether by surface flow or pipeline." 17.) A minimum of two (2) on-site parking spaces are required for a single family residence. 18.) The parcel is designated as MPR-SF (within the Port Ludlow Master Planned Resort) under the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998. • 19.) A building permit was fina ed June 5, 1990 for a single family residence at 40 Rainier Ct. 20.) The site plan as submitted with the building application on September 4, 2003 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated October 1, 2003 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 21.) This approval is for an Addition to a Single Family Residence only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits.
