The application was reviewed by the Jefferson County Department of Community Development staff on September 18, 2003 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Susceptible Aquifer Recharge area, Flood hazard, Seismic hazard, Fish &Wildlife habitat (osprey). 2.) A copy of the Site Plan Approval Advance Determination (SPAAD) application (ZONO2-00001)was mailed to Washington State Department of Fish &Wildlife for review January 15, 2002. WDFW did not comment on the proposal. The deck proposed under this application will not impact Fish &Wildlife habitat any more than the development identified in the SPAAD application. 3.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 4.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 5.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 6.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 7.) The applicant is proposing to create or add 9 square feet of impervious surface and 10 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit comply with Minimum Requirement#2 of the Department of Ecology Stormwater Management Manual for Western Washington. 8.) The project shall comply with Construction Stormwater Pollution Prevention (SWPP) Elements#1 through#12 of the Department of Ecology's Stormwater Management Manual for Western Washington. 9.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 10.) The parcel is designated as RR 1:5 under the Jefferson County Comprehensive Land Use Map effective August 28, 1998. 11.) This parcel was created through the Snow Creek Ranch subdivision on September 7, 1962. 12.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 13.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. 14.) The building height is not to exceed 35 feet. 15.) Minimum setback from the parcel boundary adjacent to Mountain View Drive right-of-way is 20 feet. Minimum side and rear setbacks shall be 5 feet. 16.) Mountain View Drive is a private road (P108) and does not require a road approach permit. 17.) A Septic Permit(SEP92-00207)was finaled on 6/2/92 for a two (2) bedroom system. • 18.) The applicant submitted a Flood Elevation Certificate prepared by Michael!"Coker dated 2/19/02. The finished top of the bottom floor elevation for the proposed residence shall be set at or above the reference elevation of 212.1 feet(NADV88 Datum). The reference elevation of 212.1 feet(NAVD88 Datum)was established on top of a spike and cap set by Tillman Engineering on February 15, 2002, and is located at the existing roadway surface elevation along the westerly edge of Mountain Biew Drive as it currently exists. Said spike and cap lies easterly of said Lot 109 is located approximately midway between the northeast and southeast corners of said lot. 19.) Flood proofing measures are to be used as required by the Jefferson County Flood Damage Prevention Ordinance. 20.) All new construction shall use construction methods which minimize flood damage. 21.) New construction shall have the lowest floor elevated to at least one foot above base flood elevation. 22.) Fully enclosed areas below the lowest floor that are subject to flooding are prohibited unless designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of floodwater. Designs for meeting this requirement must either be certified by a registered professional engineer or architect or must meet or exceed the following criteria: a. A minimum of two openings having a total net area of not less than one square inch for every square foot of enclosed area subject to flooding shall be provided. b. The bottom of all openings shall be no higher than one foot above grade. c. Openings may be equipt with screens, louvers, or other coverings or devices provided that they permit the automatic entry and exit of floodwater. 23.) All new construction shall: a. be anchored to prevent flotation, collapse, or lateral movement of the sturcture. b. be constructed with materials and utility equipment resistant to flood damage and potential damage to adjacent properties. c. be constructed using methods and practices that minimize flood damage. d. have structural components capable of resisting hydrostatic and hydrodynamic loads and the effects of buoyancy. e. electrical, heating, ventilation, plumbing, air-conditioning equipment, and other service facilities shall be designed and/or otherwise elevated or located so as to prevent water from entering or accumulating within the components during conditions of flooding. 24.) Flood proofing of structures shall be provided by one or more of the following methods: a. Landfill: (Note: Landfills are not permitted in the floodway.)The placement of fill may be utilized to elevate the structure and must comply with the standards and policies of the Jefferson County Shoreline Master Program, if applicable. b. Pole, pier or piling construction: The use of poles, piers, or piles for the foundation of the structure may be used to allow the unrestricted flow of flood waters during periods at a base flood. The lowest floor must be one foot above the base flood level. c. Parallel Foundation Walls: Foundation walls may be designed and constructed to provide open spaces through which water can flow unrestricted to equalize pressure. In velocity flood situations, it is important that all foundation walls be parallel to the flow of the floodwaters. d. Extended Foundation Walls and Basements: (Note: Extended foundation walls and basements are not permitted in the floodway.) The lowest habitable floor of a residence may be constructed on foundation walls that extend above grade to one foot above the height of the base flood provided that residential construction complies with the requirment of Section 5.101(2), "Residential Construction," regarding the design of enclosed areas. 25.) Utilities shall be designed as specified in Section 5.20 of Ordinance No. 18-1120-95. 26.) Per the Flood Elevation Certificate prepared by Michael J Coker dated 2/19/02, the finished top of the bottom floor elevation for the proposed residence shall be set at or above the reference elevation of 212.1 feet(NADV88 Datum). 27.) A zoning permit(MLA02-00004/ZONO2-00001) for a Site Plan Approval Advance Determination (SPAAD)was issued February 13, 2002. 28.) A building permit(MLA02-00081/BLD02-00084)was approved March 22, 2002 for a mobile home installation. 29.) The site plan as submitted with the building application on December 8, 2003 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated December 8, 2003 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 30.) This approval is for a freestanding deck only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits.
