I. Description - A brief description of the agenda item.
This request authorizes the County Treasurer to transfer as needed up to
$70,000 to the Veterans Relief Fund (#155-00-010) to allow the Veterans Relief
Fund to continue to provide relleffor indigent Veterans through the balance of
.2010 and the beginning of 2011.
II. Issues - A short outline ofthe major issues or areas that
should be given particular attention.
Due to an unanticipated increase in the number of applications for Veterans
Relief this year the Fund will not be able to meet the current needs for the
Veterans it serves. This loan will allow this fund to continue to serve indigent
Veterans until the second half taxes come in and allow the Service Officers and
staff time to evaluate options for addressing the issue for the long term.
III. Action - What is the nature of the action the Board is being
. asked to take (discussion, approval of a contract, support for a grant, etc.).

WHEREAS, County Veterans Relief Funds were established by the Washington State
Legislature “for the relief of indigent veterans, their families, and the families of deceased indigent
veterans, the legislative authority of each county shall establish a veterans' assistance program to address
the needs of local indigent veterans and their families. . .” that is codified as RCW 73.08; and
WHEREAS, Jefferson County’s Veterans Relief Fund is experiencing financial difficulty
due to higher than anticipated demand for funds as a result of the general economic downturn; and
WHEREAS, the Jefferson County Veterans Relief Fund has requested a loan in order to
maintain its operations to provide assistance to as many qualified indigent Veterans and their families as
possible; and
WHEREAS, after reviewing the fund balance of various County funds it has been
determined that the Jefferson County Equipment Rental Fund (501-000-010) has sufficient fund balance
that a line of credit for the Veterans Relief Fund (155-000-010) on an as needed basis with a maximum
established will not impair the function of that fund.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Jefferson County
Commissioners that they find and declare that the financial situation of the Jefferson County Veterans
Relief Fund affects the needs of the citizens within the County and requires that this Board proceed in a
manner and form as herein determined, and that the sum of $70,000 be established as a line of credit for
the Jefferson County Veterans Relief Fund from the Equipment Rental Fund.
BE IF FURTHER RESOLVED, that the Jefferson County Veterans Relief Fund will
reimburse the Jefferson County Equipment Rental Fund for the approved final loan amount.
BE IT FINALLY RESOLVED, that the line of credit will be repaid by May 2012 with
interest of 1.28% per annum. The Jefferson County Treasurer shall direct payment as needed from the
Equipment Rental Fund to Jefferson County Veterans Relief Fund effective upon approval of this
resolution.
