M. O'Meara, with all <br />members present. <br /> <br />Rental agreement for the V.F.W. Hall with Elizabeth Eckstein <br />for a dance class. Commissioner Brown moved to approve and sign the <br />agreement, Commissioner Mercer secondled the motion. Unanimous. <br /> <br />BUSINESS FROM COUNTY DEPART~~NTS: <br /> <br />Health re: <br /> <br />Planning <br /> <br />1. Randy Durant submitted' contracts with Kala Point Company <br />for On-Site Sewage Dis!posal Management for the Kala Bluff <br />condominiums. The Bo~rd did not approve the contracts and <br />advised Durant to have! Kala Point Company type the names <br />under the signatures ~or legibility. <br /> <br />1. S.E.P.A. Threshold Determination for a travel trailer park; <br />Chuck Messinger. Mr. ~essinger was present. The project <br />proposes to develop 2il acres into the River Trails Ranch <br />Camping Park which wilil accomodate 120 recreation vehicles <br />plus an additional 15 ~ent sites. Facilities will include <br />an administrative/recr!eational/store building, swimming pool, <br />sewage dump station, liaundromat, and other outdoor recreation- <br />al facilities. The Bdard reveiwed the environmental check <br />list. Mr. Messinger eixplained to the Board that a set of <br />rules will prohibit tHe use of any trail bikes, motorcycles, <br />or ATV vehicles within! the park. The project will use <br />maximum solar energy design for heating buildings and water. <br />!. . . <br />The use of the 25 foot' Flsherles easement along thelr bank <br />of the Big Quilcene Ri~er will be improved with the develop- <br />ment. The Board signed t~ declaration of non-significance by motion of <br />Commissioner Mercer, sieconded by Commissioner Brown. Unanimous. <br /> <br />, <br />2. Forest Practice Applic!ations: <br />a) FP-02-03100; Tenne~en - Et al. Partial selective cutting <br />of fir trees and loggiing of blowdown and trees with root-rot <br />on 15 acres in Govern~ent Lot 1, South of Thorndyke Road. <br />The land will be replainted with douglas fir and cedar seedlings. <br />, <br />By motion of Commissioiner Brown, seconded by Commissioner <br />Mercer, the Board signied the notice of no objection and <br />advised that only 30% ~erchantible timber by volume may be <br />harvested within a 19 year period of time within 200 feet <br />of Hood Canal. Una~i~o~s. <br /> <br />b) Fp-02-03099, H. Kenrith Carter. Clear cut logging on 2.5 <br />acres in Irondale to ~e converted into primarily residential <br />and agricultural usage!. Commissioner Brown moved to sign <br />notice of no obj ection! and advise that timber wi thin the <br />public rights-of-way is subject to 50% stumpage to the County. <br />A permit must be obtai~ed from County Public Works Department. <br />Commissioner Mercer seiconded the motion. Unanimous. <br /> <br />3. Army Corps of Engineer!s ~blic'Nbtice: <br />a) 071-0YB-I-006393; Jpn K. Froula. Install ramp and float <br />and drive 2 pilings fo!r a private boat moorage in Hood Canal <br />near Port Ludlow (neari South Point). Commissioner Brown <br />moved to sign the lett~r to the Corps of Engineers requesting <br />they withhold the CorPis permit until a Substantial Development <br />Permit Application hasi been reviewed.
