Douglas <br />Archie Barber, Jr. <br /> <br />Chainnan <br />Vi ce-Cha 1 rman <br />Member <br />Alternate <br /> <br />MINUTES <br /> <br />29 July 1987 <br /> <br />BOE-87-026-LO - Parcel #821-333-016 - ANDY LA MAR was present at the hearing. <br /> <br />BOB KINGSLEY represented the Assessor's office. <br /> <br />The parcel was purchased in 1968 for $4,250 (48,500 per acre) with the understanding <br />that water and road improvements would be completed. The developer has not proceeded <br />with the developments due to a bonding proBlem. <br /> <br />The Assessor reported there are 25.79 acres in the development area~--~ 16 acres <br />inan unrecorded plat and 9.79 acres not included in the plat. The total area of the <br />14.678 acre, 23 Lot plat is currently valued at $83,820 ($5700 per acre). Only Tax Lots <br />33,34,36,37,67 have been sold. Tax Lot 34 (Lot 16) is the parcel in this appeal. <br />The inspection should determine the extent of non-development. <br /> <br />BOE-87-023-LO - Parcel # 601-271-003 - MR. LB. BENN of Hood Canal Properties is <br />representing Wm. E. Watts. in this appeal and was present at the hearing. <br />BOB SHOLD represented the Assessor's Office. <br /> <br />This 20.69 acre parcel (Tax Lot 6) has 710 front feet of water front on the east <br />shore at Toandos Peninsula with a Bank running from 15 to 100 feet hign.. This area <br />is designated a.s unstable on it coastal zone atlas. The petitioner identifies two <br />potential building sites near the coast line and the presence of a natural stream running <br />parallel to the north bound~ry. The access road is steep and curvy from backs of Lot <br />to water front. The petitioner requested reduction of valuation from $16,235 per acre <br />to $4,000 per acre. <br /> <br />The Assessor stated that tne valuation is based on $180 per front foot for 710 front <br />feet. Valuation is not Based in acres of land. . <br />The comparable. (Parcel #601-271-001) which was sold in April 1987 , for $79,000 was <br />valued at $74,aBO by the Assessor. <br /> <br />At issue was access, distance to power, potential perk 1 imits and quantity of <br />un-bui.ldable terrain. This to be reviewed by tnspection. <br /> <br />BOE-87-024-LO Parcel #601-271-009) LB. BENN was also present for hearing on this <br />parcel. <br />BOB SHOLD represented the Assessor's Office. <br /> <br />This 6.95 acre parcel (Tax lot 31) is long and narrow with 195 feet of water front <br />and tide lands on the east side of the Toandos Peninsula and is also in the area of <br />instability on the coastal zone atlas. The petitton identifies at least one Buildtng <br />site approximately one third of the distance to the water front; however, the petition <br />a 1 so contained Jefferson County Health Department perk rejection dated 9-06-84 for <br />this proposed building site. The issue is an apparant valuation of $7,295 per acre on <br />un-buildable land. <br /> <br />The Assessor acknowledged that the current valuation of $250 per front foot per <br />land and $10 per front foot for tide lands ($50,700) should be adjusted an appropreate <br />amount because of the perk denial. <br />
