<br /> <br />Human Services <br /> <br />HEALTH BOARD MINUTES <br />APRIL 23, 1996 <br /> <br />BOARD MEMBERS: <br />Robert Hinton, Chairman <br />Richard Wojt, Member <br />Glen Huntingford, Member <br /> <br />STAFF MEMBERS: <br />David Specter, Health Department Director <br />Jean Baldwin, Director of Nursing Services <br />Lany Fay, Director of Environmental Health <br />Chester Prudhomme, Director of Substance Abuse <br />Thomas Locke, M.D., Health Officer <br /> <br />The meeting was called to order by Chairman Robert Hinton. The following Board and staff members <br />were present: Commissioner Glen Huntingford, Lany Fay, Jean Baldwin, Judi Morris, David Specter, <br />Tom Locke and Chester Prudhomme. Commissioner Wojt arrived shortly after the meeting began. <br /> <br />APPROVAL OF MINUTES: Commissioner Huntingford moved to approve the minutes of <br />March 26, 1996 as presented. Chairman Hinton seconded the motion in the temporary absence of <br />Commissioner Wojt. The motion passed. <br /> <br />PUBLIC COMMENT PERIOD: R.G. Hohnstein stated he owns a 5 acre tract in Hidden <br />Trails, located near the old landfill, and was recently denied his request for a setback variance. He is <br />appealing to the State Department of Health and would like any additional information from the County <br />regarding this parcel. Lany Fay said that he has a survey map of the boundaries in that area and Mr. <br />Hohnstein should also talk to Frank Hall in the Public Works Department. Lany Fay suggested that if <br />his appeal to the State Department of Health is denied, he should talk to his neighbor about a two party <br />well connection. <br /> <br />DIRECTOR'S REPORT <br /> <br />FINANCIAL REPORT: David Specter presented the revenue and expense summaries. He <br />reported that 21% of budgeted revenues have been collected and 24% of the budget has been expended <br />as of March 31,1996. The Drug and Alcohol Abuse program revenues are down by $10,000 and the <br />grant revenues are also low but are expected to catch up in the next couple of months. He stated that <br />they may have to request to move some money from salaries to cover expenses. David Specter <br />reported that during the monthly Management Team Meetings, the Health Department will be <br />presenting an FTE report similar to the budget report. This will track if something is out of line so it <br />can be adjusted quickly. <br /> <br />PROGRAM/GRANT UPDA TE: David Specter reported that the Consolidated Contract is the <br />mechanism that the State Department of Health is using to implement the State Public Health <br />Improvement Plan.
