<br /> <br />Human Services <br /> <br /> <br />HEALTH BOARD MINUTES <br />JULY 23,1996 <br /> <br />CITY OF PORT TOWNSEND <br />REPRESENTATIVE: <br />Ted Shoulberg, City Council Member <br /> <br />STAFF MEMBERS: <br />David Specter, Health Department Director <br />Jean Baldwin, Director of Nursing Services <br />Larry Fay, Director of Environmental Health <br />Chester Prudhomme, Director of Substance Abuse <br />Thomas Locke, M.D., Health Officer <br /> <br />BOARD MEMBERS: <br />Robert Hinton, Chairman <br />Richard Wojt, Member <br />Glen Huntingford, Member <br /> <br /> <br />The meeting was called to order by Acting Chairman Richard W ojt in the temporary absence of Chairman <br />Robert Hinton. The following Board and staff members were present: Commissioner Glen Huntingford, <br />David Specter, Larry Fay, Jean Baldwin, Chester prudhomme, Judi Morris, Sherrie NeSmith, and Diane <br />Espenson. Chairman Hinton arrived shortly after the meeting began. Health Officer Thomas Locke, <br />M.D. and the City Council's representative Ted Shoulberg were not present. <br /> <br />APPROVAl, OF MINUTES: Commissioner Huntingford moved to approve the minutes of June 25, <br />1996 as presented. Commissioner Wojt seconded the motion which carried by a unanimous vote. <br /> <br />PUBLIC COMMENT PERIOD: No public comments. <br /> <br />DIRECTOR'S REPORT <br /> <br />FINANCIAL REPORT: David Specter reported that 47.1% of the budget has been expended and <br />48.7% of budgeted revenues have been collected as ofJuly 1, 1996. Salaries and professional services <br />are below budget projections. Some adjustments will be made for equipment and vaccines, but overall, <br />the budget is in good shape. Revenue is tracking close to projections as well. Intergovernmental funding <br />and grant payments are coming in on time. This month he will begin preparing a midyear budget forecast. <br /> <br />Newspaper articles printed in July have been included in the Board members' packets for their review. <br />These articles have been compiled in a notebook at the Health Department which is available to the <br />public. David Specter stated that the Health Department is getting some good coverage in both the Port <br />Townsend Leader and Peninsula Daily News.
